Health And Nutrition Manager

FOR NATIONALS ONLY General Responsibilities -Oversee, monitor and provide technical support to ACF’s nutrition program in Lebanon and Syria (IYCF, CMAM, Mental Health and Care Practices activities) -Support the identification and development of new proposal in Lebanon and Syria Specific Objectives Program -Ensure that commitments to donors are respected in implementation of activities -Follow-up and support field activities -Check and improve tools used in project management, methodologies and forms -Review budget forecast and follow-up to report any discrepancy regarding financial expenditure -Ensure that the right data are gathered and classified regarding proposals, contracts, MOU etc -Review, consolidate and circulate ACF internal monthly reporting on nutrition and mental health -Capitalise experience and develop good practices -Ensure review and classification of all training provided by ACF in implementation of projects -Follow partnerships including contribution and co-funding Proposal development & reporting -Identify future needs through formal and informal assessment and data collection -Support design and development of new programming -Write and review concept notes and proposals. Ensure the coherence with ACF strategy, relevant national issues and local priorities & needs -Participate in budget design -Review the procurement plan and ensure its accordance with the time frame of activities and assess its relevance/feasibility -Write and review reports to donors -Complete any report to local authorities and ensure the diffusion of report/information to partners and stakeholders Strategy -Be fully aware of ACF technical policies, position papers, modules and protocols to promote within nutrition department -Collect and update information on nutrition indicators, actors and activities nationwide for analysis and identification of future potential areas, partners and programmatic priorities -Support the Head of Mission and Coordination team in performing country analysis and strategy definition -Ensure a regular update of strategy indicators and identify update needs. Inform the Coordination team of contextual changes that may impact strategy HR Management -Check if team members aware of HR regulation & procedures and follow them (rules, regulation, recruitment, appraisal, etc), security rules & procedures -Perform appraisals of the work/achievements of each HoP/Expert -Support the identification of training needs, especially regarding field activities -Develop tools for staff training based on periodic evaluation and project/program needs -Define and review the Mission Training Plan with each team and Ensure/monitor its implementation in coordination with the human resources department -Organize and provide ad-hoc training of the team Representation & Coordination -Participate in coordination meetings with external stakeholders in particular the nutrition working group -Represent ACF in internal / external coordination at the capital level for department related issues -Support ACF for external coordination at regional level for department related issues- Act as focal point on nutrition issues -Support the organization with donor / HQ visit to the country/field -Document points highlighted during meetings and actions recommended -Ensure coordination with HQ and Regional Technical, Admin and Logistics departments -Communicate directly with the technical department of Madrid HQ and ACF Regional Office in Amman, providing requested information, answering its request and/or requesting its advice / validation if needed -Representing ACF before media on nutrition issues Reporting Program definition: YES Supervise the preparation of the documents for donors: YES Write proposal: YES Prepare Budget and financial reporting: YES Language Skills:English, Arabic Computer Skills :Windows domain and compulsory expertise in Excel. Mobility (national & international)   Skills • IYCF experience in emergency and CMAM experience• Demonstrated experience in highlevel representation, networking and / or advocacy in nutrition• Demonstrated experience in proposal development• Humanitarian experience required• Good analytical capacities• Experience in nutrition program: planning, management, M&E• Competencies in training• Communication, observation, listening skills, motivation, management of team and problem• Autonomy, creativity, adaptability and flexibility
