Education Program Manager Employer: ANERA Deadline for applications: End of August 31, 2014 Contract: Full time position Location: Beirut Working area: Education/Emergency projects in response to the Syrian Crisis   Job Description Position: Education Program Manager Location: Beirut Reports to: Country Director About ANERA: American Near East Refugee Aid (ANERA) advances the well-being of people in the West Bank, Gaza, Lebanon and Jordan. Through partnerships and close consultation with local groups and communities, ANERA responds to economic, health and educational needs with sustainable solutions and also delivers humanitarian aid during emergencies. Incorporated in 1968 to help ease the suffering of Palestinian refugees after the Arab-Israeli War of 1967, ANERA is non-political and non-religious and is one of the largest American non-profits working solely in the Middle East for 40 years.   Position Summary: The education program manager (EPM) is the technical lead and supervisor of ANERA’s education programs including emergency related projects/programs. The EPM has the responsibility of designing, planning, and implementation of education programs in response of identified needs of targeted children and youth in line with ANERA’s strategic plans in early childhood education sector and non-formal education. The EPM is responsible for conducting needs assessments, preparing concepts notes and proposals as required, and ensuring the overall, day-to-day management of the program and its smooth functioning. The EPM should work closely with country management in the support departments, including Finance, HR and administration  to ensure that the program and its budget stays on track, competent staff and workers are recruited, procurement and logistics are implemented effectively, and data and results are collected, analyzed and used to inform the program’s course. The EPM is also responsible for contributing to ANERA’s overall strategy and capacity in Education and program integration, and for representing ANERA Lebanon program to the donor in coordination with the Country Director.   Responsibilities Position Responsibilities and Duties: Serve as the primary point of contact with ANERA’s Country Director with regard to day-to-day implementation and management matters relating to the program deliverables; Provide technical guidance and oversight to the education component, including development of training and capacity building for team members, curricula development, and other technical capacities. Develops close, effective relationships with institutional donors and project partners. Maintain positive relations and reputation for ANERA. Leads needs assessments and prepares project/program proposals in line with identified funding opportunities. Ensures sound administrative practices with regard to record keeping, compliance with ANERA’s and donor regulations, reporting requirements, communications, and overall audit compliance. Oversee and manage all staff working for the program and provide guidance to staff on all issues related to program implementation. Ensure monitoring, evaluating and documenting progress of program implementation against indicators. Ensure that activities are on track, including developing and implementing solutions as necessary; Providing overall guidance and direction focusing the program team on achieving agreed targets and long-term strategic objectives. Establish and maintain systems for program operations in accordance with ANERA policies and procedures. Oversee that key funded program activities are achieved per program budget, timeline and donor requirements. Oversee the preparation and submission of technical and financial reports as per grant agreements. Provide project models ideas for new grants opportunities in Education and Life Skills, whether for the Host communities or the PRL and PRS or Syrian refugees (Based on the kind of Beneficiaries) Maintain effective communication with donors and other organizations operating in Lebanon, for coordination and partnership opportunities. Participate in U.N. interagency coordination meetings and NGO sector coordination groups and identify areas for coordination, collaboration and expansion. Maintain effective communication with Country Director regarding program implementation. Provide feedback on new designs and ensure alignment of projects with the current Education situation of the country. Assist in proposal writing and outreaching for new funds and projects. Perform other duties as needed. Required Qualifications This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment. 1.      7+ years of relevant experience leading/managing/directing large multi-sector humanitarian assistance or development programs (with an emphasis on education preferred) 2.      Graduate degree in relevant field or Bachelor’s degree with commensurate work experience. 3.      Technical expertise in education is required, including, but not limited to program management and administration; curricula development; training and capacity building; accelerated learning; and education in emergencies. 4.      Fluency in both Arabic and English, including strong writing skills, are required. 5.      Excellent time management skills with a demonstrated ability to manage multiple priorities, deadlines, and tasks efficiently. 6.      Strong analytical, organizational, and strategic planning skills with an ability to think critically and creatively. 7.      Nuanced interpersonal skills, including patience, diplomacy, willingness to listen, and respect for colleagues. Experience directing large teams and empowering others to lead. 8.      Ability to work effectively in a fast-paced, stressful environment. Must be flexible, willing to perform other duties and work irregular hours. 9.      Palestinian Community Familiarity.   Education degree: Masters Degree Field of education: 7+ years of relevant experience leading/managing/directing large multi-sector humanitarian assistance or development programs (with an emphasis on education preferred) Graduate degree in relevant field or Bachelor’s degree with commensurate work experience.
