The central pharmacist is responsible for all activities related to the procurement, storage and delivery, and dispensing of drugs at central and field levels. The central pharmacist is based in Beirut (40%) with frequent travel to the field (60%).
General
Develop guidelines and procedures for drug management (procurement, storage, delivery), and warehouse and pharmacy organization and management at central and health facility levels
Develop tools for warehouse and pharmacy management such as stock cards, consumption reports, order forms, etc.
Collect and analyze drug consumption data from SDCs and produce timely reports
In collaboration with the Medical Coordinator, ensure standard therapeutic regimens/clinical protocols are in place
Contribute to the development of monitoring indicators and ensure accurate and timely data collection for all indicators
Contribute to the development of project proposals
Drug Procurement, Storage, and Delivery
In collaboration with the Medical Coordinator, create drug list for supported health centres based on Ministry of Social Affairs essential drug list and expected consumption trends accounting for seasonal changes and other factors and calculate quantities of drugs needed
Assess drug suppliers and identify those complying with essential quality assurance criteria (Good Manufacturing Practices, etc.)
Ensure drug procurement procedure and assess quotations received from suppliers
Follow up on drug orders with suppliers and ensure timely delivery of drugs
Ensure proper layout of drug warehouse, arrangement of drugs and supplies, and receiving and distribution areas
Ensure proper warehouse management: stock management (stock cards, stock level, order forms, inventory), receiving orders, distribution to health facilities
Arrange for timely drug delivery to health facilities and ensure sufficient drug supply available at all times
Pharmacy Management at Health Facilities
Train nurses/stock keepers at health centres on pharmacy organization and management: pharmacy layout, stock cards, stock level (Average Monthly Consumption, Running Stock, Buffer Stock), ordering and receiving drugs, consumption reporting, drug packaging, dispensing drugs to patients
Ensure proper pharmacy organization and management at health facilities (stock management: stock cards, stock level, inventory, consumption reports; receiving orders, dispensing drugs to patients )
Evaluate needs of health facilities in terms of supplies, training, etc.
In collaboration with the Medical Coordinator, ensure rational drug use at health facilities
Ensure drugs are supplied to patients with adequate information and guidance
Analyze the needs of the beneficiaries in terms of access to medications
Tasks and responsibilities above are not thorough and are subject to change depending on the needs of the project
Competencies and Skills
Licensed pharmacist, at least 3 years of experience
Fluent in English, Mother tongue Arabic
Public health knowledge/experience is an asset
Experience in primary health care is an assest
Teambuilding, coaching and mentoring
Able to work in stressful conditions
