I. OBJECTIVESThe main purpose of the App Developer SSA is to support the planning and monitoring of supply, programme performance in Lebanon by producing two easy to use apps as follows: a)An Equitrack/Equitrip app that be capable of:-Offline trip requests and reporting (against PCAs as relevant)-Offline view and search of partners, donors, planned results and locationsb)A supply distribution and monitoring app (EquiSup) that tracks, monitors and reports on the distribution of key supplies to beneficiaries. This app should be capable of the following:1.Barcode allocation and reading2.Household data collection3.Site identification via GPS4.Logistics support including picklists and stock levels5.Dispatch tracking6.Capacity for manual override in case of error or adjustment7.End of day upload8.File export capacity9.Back end access for UNICEF staff10.Summary reporting of data
II. BACKGROUNDUNICEF has developed a partner planning and monitoring system, known as Equitrack, that is a repository for all partner data against planned results, indicators, and locations. This system also has a new Trip planning and reporting function and work is ongoing to incorporate supply monitoring. The first app will make this system more accessible to users both on and offline to maximise its effective implementation and link it to field monitoring (one of the recommendations of the recent audit). During the last Winter project, data reporting lag from partners using a paper-based system prevented UNICEF from being able to accurately report on field activities and hampered monitoring efforts with some partner reports coming in weeks or months after the end of field activities. With an increase in the scope of the Winter project for the coming year, UNICEF needs to decrease risk and demonstrate to donors the efficiency and effectiveness of the project. Another bottleneck to effective reporting for UNICEF has been end-user supply distribution records and reporting in general for all supplies delivered through partners. The supply app will aim to provide a simple and effective solution to this.
III. SCOPE OF WORKThe android apps should be easy to use and operational in design. In addition to facilitating assessments, they should provide logistics support to users who often struggle with the heavy-supply nature of the Winter project as well as other supply distributions. Through offering a useful and time-saving service to UNICEF staff and partners, incentive for use will be increased amongst users who may be tech-shy.The aim is to design the two apps with the capacity for use by UNICEF and partners to feed into Equitrack for improved PCA field and supply monitoring.

V. RESPONSIBILITIESThe incumbent will design two Android apps satisfactory to requirements and in consultation with Supply and SPPME teams. UNICEF Lebanon will provide a desk space and necessary tech hardware including computer and tablets/barcode readers for app installation and operation.

VII. REPORTING REQUIREMENTSThe consultant will work closely with the SPPME and Supply teams and will need to deliver the first finished product (EquiSup: supply monitoring app) after 6 weeks and the second finished product (Equitrack/Equitrip app) after 3 months.
VIII. PROFILE REQUIREMENTS-At least 5 years of relevant experience.-University degree in computer science or related field such as Information Technology, Information Systems, Engineering or Statistics. Additional 2 years’ experience can replace education qualifications.-Extensive knowledge of Android App development and the Java programming language.-Able to work with JSON REST APIs.-Experience with offline apps and data syncing.-Background experience with the UN is desirable.
