Project Manager Outreach / Basic Needs

TASK The PM Basic Needs supervises the outreach team (including hygiene promoters) and ensures the proper identification of vulnerable population and distribution of supplies to meet their basic needs. The Program Manager will: Guarantee the timely implementation of the activities and ensure that SI's quality standards are met and proposes adjustments or developments as necessary. Coordinate the activities with the program team in addition to coordination with other departments of SI and INGOs on areas of interventions. Supervise and build up the capacities of the outreach workers and more particularly the Activity Managers and Team Leaders. Take part in the definition of the strategy.   Task description:   Project relevance, quality and design In collaboration with the Field Coordinator, partake in the identification of new areas for intervention Partake in the design and gauging of financial, human and logistical programs Suggest new activities in accordance with context and indicators Regularly monitor activity indicators, program results and ensure contextual monitoring Contribute to establishing assessments to identify the most vulnerable individuals Implement activities in compliance with the annual operational strategy, Solidarités International’s technical requirements and the donors’ criteria Determine the relevance of the activities carried out, as well as the effectiveness of the interventions and their appropriateness with respect to contextual developments and the populations’ needs Ensure that program objectives meet compliance with established norms and standards   Project Management Lead and supervise the implementation and the follow-up of the activities Support the Activity Managers and/or the team leaders with the assessment of HR, logistical and financial resources needed at different stages of the program Identify any risks and constraints related to the program and propose alternate strategies Adapt the beneficiary selection methodology as necessary, in particular, the beneficiary selection criteria and the registration mechanism, based on coordinated and harmonized approaches with other humanitarian actors. Be a proactive force to suggest adjustments and  changes to improve any activity in the field as necessary. Ensure that the safety of persons and equipment at intervention/project sites is guaranteed Ensures a robust data management system is in place and provides regular analysis on the situation, trends, and any outstanding information observed in the course of the program. Responsible for the proper filing and archiving of all program related documents Update tools for monitoring financial, logistical and operational activities when needed (Operational Follow-Up, Project Planning Monitoring, Budget Follow-Up, indicators follow-up) Guarantee meeting of deadlines and setting technical specifications Visit the activities’ sites on a regular basis   Team management Recruit national technical staff Organise regular meetings with program teams Support Activity managers in the supervision and organizing of their teams Supervise and deal with potential conflicts within the teams Identify and implement any training need for the teams Assess team performance through EAP Monitor teams to ensure that they are adhering to health and safety regulations Guarantees the respect of SI’s charter and code of conduct   Capitalization Use the capitalization tools proposed by Solidarités International Participate in the centralization and distribution of procedures, guides and tools linked to the activities Capitalize on intervention methods and techniques and on the experiences acquired by SI Write handover reports before the end of his/her contract and send it to the appropriate persons on the mission and at headquarters   Monitoring and Evaluation Ensure a regular monitoring of the activities Adapt the monitoring and evaluation tools and methodologies as necessary, especially create questionnaires and establish survey methodologies in order to look back on and adapt activities. Facilitate the program monitoring with the Monitoring & Evaluation team   Coordination Strong internal coordination with the Wash & Shelter Program Manager, M&E team, Logistics and Administrative departments. Issue Internal Order Forms (IOF) and follow orders using the logistics service Partake in external coordination with other NGOs, UN agencies through monthly sectorial meetings and ad-hoc working groups. Represent SI in collaboration with the Activity Managers to the relevant bodies: local authorities, sector, partners… Accompany donor’s field visits in collaboration with the Activity Managers when necessary.   Reporting Communicate to the relevant persons any information on the security situation or on any event that could impact Solidarités activities and the safety of the teams (including incident reports) Draft activity reports and any annexes related to specific activities for the donor reports and/or amendments Report activities progress to Field Coordinator; Ensure the collection and compilation of information about the progress of program/activities from the Activity Managers and/or team leaders. Implement the regular reporting for the Distribution activities progress using the appropriate formats, reports and databases Draft administrative documents to be signed jointly with governmental authorities, communities or partners   Draft reports and schedules/appendices related to the activities for donors and/or sponsors   ORG CHART POSITION (reporting and functional relationships) Line manager:  Field coordinator Line report(s) on base: Outreach and HP teams

Higher level education, ideally a degree in development, social sciences or another relevant field
Minimum 5 years experience working for a humanitarian NGO
Minimum 3 years experience of managing distributions and emergency response activities
Minimum of 3 years experience of managing 3 or more staff
