Terms of Reference World Vision – Lebanon “Child Friendly Spaces” Project – WVCND - L 201587 – Creative Arts Sessions July & August 2014 Document Purpose This document outlines the goals of the “Child Friendly Spaces” project, the responsibilities of World Vision (first party), and the responsibilities of potential contracted second parties. It also defines the process interested second parties must undergo in order to bid for contract fulfillment, as well as a timeframe for overall project success. Project Description The “Child Friendly Spaces” is a psychosocial project for the children, especially Syrian Refugees, Lebanese Returnees and Host Community. The Creative Arts sessions Component is a creative arts aiming to observe the children and analyze the group needs differently, in order to work with them in an efficient way. Creative Arts sessions are requested once during the CFS Cycle, in different CFS locations, with children aged from 5 till 8 or 11 years old (depending on the region). Each Creative Arts Session should be 45 to 60 minutes, followed by an oral evaluation with the animators to discuss professionally the program and the main points to be developed with each group. The Arts Therapy will run from mid of July till mid August and reach 1280 children (distributed into groups of 20 children) while not exceeding 32 sessions each time during the cycle. Creative Arts sessions should be done in the following Areas: 1- Bekaa Area: a. Majdel Anjar: 2 days each time in the CFS cycle. b. Qab Elias: 2 days each time in the CFS cycle. c. Marej: 2 days each time in the CFS cycle. d. Ghazzeh: 2 days each time in the CFS cycle. Contractor (Second Party) Specifications A qualified candidate for the second party contractor must: • Be an official organization or specialized individual working within the creative arts field and with children. • Be sufficiently able to fulfill contract requirements within specified timeframe. • Submit all specified bidding documents by 1st of July, 2014. Creative Arts Specifications The Creative Arts designed by the second party must: • Be 45 to 60 minutes long, followed by an oral evaluation with the animators. • Its objectives are to analyze the group needs and modify the activities in order to suit each group. • Successfully engage children ages5 to 8 or 11 years old. Party Responsibilities World Vision (First Party) The first party agrees to: • Provide sufficient project funding as outlined in first party-second party agreement. • Review second party assessment and provide general oversight as necessary. Contractor (Second Party) The second party agrees to: • Develop Creative Arts in line with first party specifications (see above) and budget. • Book sessions dates and coordinate all logistics of executing the sessions. • Perform for 1280 children with a maximum of 32 sessions each time in the cycle. Project Timeframe • Bids submitted: July 5th, 2014. • Contract signed: July 10th, 2014. • Creative Arts sessions begin: July 14th, 2014. • 32 sessions completed: between mid of July and end of July. • 32 sessions completed: Mid of August and end of August, 2014. Required Documents for Bid Potential second party must submit the following documents to be considered for the project: • Offer submitted for the Creative Arts, including time, objectives, price per session and total price and Arts Therapy Certificate (proof of formal education). • Offers should be send back to the email sent
