Shelter Manager

We are looking for a highly qualified candidate to lead the team in the designated area, under direct supervision of Head of Office and with technical support from Shelter Coordinator. Who are we DRC has been operating in the Middle East and North Africa for over a decade , running a combination of livelihood , protection ,advocacy and relief projects .DRC has six project offices throughout Iraq, Syria , Tunisia/Libya , Turkey , and both a country and regional office in Jordan . Since May 2011, DRC has been actively involved in the Lebanon emergency response to the Syrian crisis with presence in the North , East (Bekaa valley ) and South of Lebanon. . The DRC response is designed around 4 majors sectors: Food /NFI distribution , Protection , Shelter and livelihood support . As such, DRC is positioned in Lebanon as a main implementing partner of UNHCR , UNICEF , WFP , ECHO and DANIDA , For further information about DRC, please refer to our website: www.drc.dk About the job The aim of DRC’s Shelter programme in Lebanon is to provide beneficiaries with a dignified and safe living environment. The shelter team identifies, assesses and rehabilitates preexisting unfinished or uninhabited buildings in collaboration with local actors and authorities. The team also undertakes other construction and engineering activities in support of DRC program. Shelter Manager is leading the team in the designated area, under direct supervision of Head of Office and with technical support from Shelter Coordinator. Duties• Organize the daily / weekly / monthly work of the team, in coordination with the Head of Office (HoO )• Ensure that the main decisions are taken following established SOPs and with the involvement of all relevant actors and are clearly and properly documented and filed.• Prepare the documentation for the submission of intervention proposals to donors, using the proper formats, procedures and the SC’s instructions.• Prepare the technical annexes for the procurement procedures related to shelter and civil works contracts.• Supervise shelter and civil works construction sites.• Draft weekly, monthly and other progress reports - using DRC or the donor’s formats - for all shelter activities, (progress, outputs, target achievements, challenges faced and recommendation) to HoO and SC.• Monitor expenditure, budgets and expense tracking activities for the sub projects and ensure the expenses are not exceeding the approved budget.• Be available for any other duties relating to the nature of the job as directed by the HoO About you To be successful in this role you must have a relevant degree  preferably related to architecture , planning or civil engineering , Strategic thinking and planning skills, setting priorities, preparing manageable work plans and evaluating progress, Proven communication, interpersonal, representation and negotiation skills, team worker Also , a practical experience of minimum 2 years with planning and implementation of housing repair, civil engineering or/and construction projects,, Minimum 3 years field experience including duty stations in hostile security environments ,Management experience with medium-size infrastructure projects in development settings,, Political, cultural and gender awareness and experience working where instability and unpredictability are a major issue. Knowledge of the Lebanese context is an asset Ideally, having a Knowledge and experience in using AutoCAD software is an asset, and a Civil engineering/construction design legal certification. Also, Experience with UNHCR, DFID and US Government grants and procedures, Knowledge of internationally recognized humanitarian standards pertaining to shelter and civil infrastructure Also, Fluency in English is essential; Arabic is a considerable asset.
