Administrative & Logistics Officer - German Red Cross Regional Office

Organizational context (where the job is located in the Organization) The MENA zone work of the German Red Cross (GRC) is implemented through and in close cooperation with the Red Cross and Red Crescent Movement partners in the region. German Cross has currently 5 National Society partners in MENA Zone that are implementing DRR, Capacity building, relief and logistics related programmes both bilaterally and multilaterally.   Job purpose In close coordination with the GRC Syria Crisis Team, the objective of this assignment is to carry out, coordinate, support and advise on the GRC logistic and administrative operation in the countries GRC is active in the Syria Crisis humanitarian response (Jordan, Lebanon, Syria and Turkey), and ensure the efficient and effective delivery of logistics and procurement services.   Job duties and responsibilities Logistics: Working closely with GRC Syria Crisis team and staff from partner national societies, the Officer will: Support to follow-up procurement processes with  (international and local) suppliers and with the respective departments of GRC HQ, SARC, TRC, LRC and, JRCS; GRC and document the procurements accordingly; Support to enforce GRC & donor’s procurement procedures (ECHO, German Ministry of Foreign Affairs etc) Support to ensure timely transport of relief goods to the respective countries together with the respective HNS in coordination with the Admin/Logistics delegate and the programme delegates and the respective teams in HQ. Support the local procurement processes for Syria, Jordan and Lebanon in strong coordination with the programme delegates in Syria, Jordan and Lebanon. Ensure that GRC vehicles are in good conditions and liaise with the IFRC about necessary repairs and improvements as necessary.   Administrative: The Officer will be responsible for the day-to-day administrative support functions for the Syria Crisis Team. Responsibilities include: Support to maintain a project related information management filing system for contracts (rental and HR), movement of goods between suppliers and HNS warehouse, supporting documents for transportation of goods, agreements between GRC and partners and reports Support the Admin/Logistic delegate in the capacity building of GRC local staff and GRC delegates on the information management system Provide day-to-day support to GRC Syria Crisis team, including telephones, internet service and office equipment and identify future needs Support to prepare and file documents for signature and/or action, as necessary and ensure that that proper filing systems are in place for the office Support the planning and organization of meetings and workshops Complete other administrative tasks, as necessary and as requested by the line manager   General: To produce regular reports and statistics on a weekly, monthly basis, as required Ensure regular communication with the delegates for the Syria Crisis Travels to the respective countries as required Other tasks may be assigned on a needs basis if agreed by all persons     Duties applicable to all staff 1. Work towards the achievement of GRC goals in the Syria Crisis operation through effective managerial relations and teamwork 2. Ensure understanding of roles, responsibilities, lateral relationships and accountability 3. Perform other work related duties and responsibilities that may be assigned by the supervisor   Position Requirements Education   Required Preferred University Degree in Business Administration or Logistics relevant major X   Experience Required  Preferred 2-4 years of relevant professional experience in administration or logistics X   Experience in dealing with suppliers and procurement X   Full driving license and willingness to drive independently X   Experience in humanitarian operation   X Experience in RC/RC movement   X Knowledge and Skills Required  Preferred Strong communication skills X   Strong sense of ownership and able to see through the completion of task assigned X   Teamwork: Commitment to the International Red Cross & Red Crescent Movement; integrity & personal conduct; sensitivity to diversity; Flexibility & adaptability; interpersonal skills; resilience; friendly.
