Field Officer
Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity.
Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.
PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, Shelter and Infrastructure Rehabilitation, Health and Livelihood Recovery sectors.
POSITION GENERAL INFORMATION
Position: Field Officer
Component: Infrastructure
Based in: Halba / Akkar with frequent travel within the Northern Governorate
Supervision
Under the direct supervision of: Infrastructure Team Leader
Under the indirect supervision of: Infrastructure Project Manager
Supervision of : Daily workers, Community members, and volunteers
Under the overall supervision of: Field Coordinator
OVERALL MISSION
General objective
The Infrastructure Field Officer is working on Infrastructure activities, including but not limited to construction and rehabilitation of Infrastructures, upgrading of sanitation facilities in informal settlement, and distribution of relief items at field level, in the framework of PU-AMI’s Emergency Response and Development Program in Lebanon. The Infrastructure Field Officer works in close collaboration with team members of the Infrastructure and other departments, under the supervision of the Infrastructure team leader. He/she contributes to and is part of conducting surveys and assessments, collecting and processing of information. The Infrastructure Field Officer spends most of his/her time in the field and is in regular and direct contact with beneficiaries.
Responsabilities and tasks
Activities implementation
- Facilitate the implementation of Infrastructure activities, (presentation of the activities to the beneficiaries, signature of MoU, support the field workers in case of issue with the different stakholders, signature of site handover
- The main activities are: (not exhaustive list)
Water networks
Installation of latrines in Informal settelment
Plumbing works (installation of Water tank, WC, Sink…)
- Communicate and defend PU-AMI’s policies at field level.
- Ensure respect of security rules and report immediately to the team leader and security manager.
- Identification and referrals of needs and potential beneficiaries to his/her supervisor and the assessment team.
- Provide technical advice to beneficiaries with the support of the team leader and field worker.
- Ensure compliance with PU-AMI’s strategies and methodologies at field level.
- Participate actively and constructively in the team meetings.
Communication & Follow up
- To participate in the field work and respond to beneficiaries’ queries with good knowledge of relevant information.
- To assist the PM in case of donor requests for special cases which need individual attention.
Reporting
- Report immediately any delay, problem or other relevant information to the Infrastructure Team Leader.
Report orally on the progress of Infrastructure activities on a daily and weekly basis.

QUALIFICATIONS
Mandatory requirements
Work experience: Baccalaureate/University degree Previous experience in infrastructure activities in Informal settelment
Language Skills: Good level in English and Arabic.
Computer Skills: Good knowledge of MS Office software incl. Word, Excel and Outlook.
Other requirements
- Valid driving licence (1 year minimum).
- Demonstrate willingness to improve own knowledge and skills by participating actively in any training sessions and capacity building activities.
- Excellent geographical knowledge of the area of responsibility.
- Willingness and ability to travel within the area of responsibility.
- Capacity and experience in working unsafe environments (including Informal settlements and the close border area).
