Relief Operations Manager

MAJOR TASKS:  Programming Manage the field operations and supervise teams of expatriate and national staff both in field sites and in the national office. Participate in initiating project ideas, and the development of project proposals for donor funding. Provide leadership to the preparation of detailed implementation plans for new and ongoing projects. Manage the implementation of the program’s Annual Operating Plan.  Continually monitor the program’s progress to ensure that systems and staff are working to achieve goals and objectives. Lead the process of identifying new programming directions/ Areas consistent with WVL’s Syrian Response and WVL strategy.  Operations Management Ensure that program/project specific implementation plans are developed and followed. Provide direction to correct any identified deviations which might impact adherence to approved budget. Ensure monthly cash flows are developed in a timely manner for each project Assure field programs are adequately resourced and staffed, adhere to standards (Sphere, etc.), donors and WV, and are implemented according to humanitarian principles. Facilitate proper reporting on project activities and results. Establish and maintain effective working relationships with government authorities, UN agencies peer NGOs, donors and World Vision stakeholders Visit project implementation sites regularly, assess the progress of implementation and provide progress report to the country response manager. Ensure that the Operations Team collaborates, and closely coordinates, its various planning and implementation activities with the other support functions. Work to develop and maintain good management systems and procedures to ensure efficiency, accountability, and good working relationships with colleagues and other stakeholders.  Staff Management Determine staffing requirements and assist in hiring, orientation and training  Assist in staff training and development Monitor staff performance and provide feedback Plan and implement staffing procedures and systems to maximize operating efficiency in program areas Review performance data (financial, security, logistics, and activity reports) to monitor and measure productivity, goal progress and activity levels   Finance and Budget Oversight Help develop project budgets as well as overall operational budgets Coordinate and monitor financial and budget activities for maximum operational efficiency.  Assure field programs and financial reports done on time and submitted Ensure all projects are managed within the planned time frame and within approved budget, according to WV Financial Policy. Ensure recommend grant and budget revisions are approved by GAM manager, Response Manager , Finance Director and National Director.  Knowledge and Skills Proficiency  in written and oral English.  Arabic is useful; Experience  in establishing good relationships with other stakeholders; Good written and verbal communication skills;  Proven ability to prioritize work, set objectives and meet project budget and timelines Good  understanding of World Vision and Sphere relief standards. Good  management and administrative skills. Must have cross-cultural sensitivity, problem solving and negotiation skills. Good team building skills, Acquire a creative, innovative, and adaptability personality. Ability to cope and work under pressure. Abilityto maintain performance expectations in diverse cultural and difficult / sensitive contexts. Computer literate with a high degree of proficiency and productivity. Experience 5 years relief experience; Experience in managing diverse program funds; Experience in leading diverse teams in complex environments; Experience in project cycle management  Work Environment Position based at the NO with frequent travel to response field offices
