Accountability And Outreach Officer

MAJOR TASKS:  Humanitarian Accountability Ensure WV staff and communities (refugee and host) understand the response goal and objectives and WV identity and role in response, donor and other basic assistance information such as entitlements and targeting and selection criteria in the programme through appropriate channels. Support sectors Food/NFI/WASH/CIE to mainstream Humanitarian Accountability through capacity building and  guided by Programme Accountability Framework (PAF) principles (information provision, community consultations, promoting  participation and collecting and acting on feedback and complaints) to respond to the needs of the directly and indirectly affected communities. Document  accountability field best practices and sharing feedback with response management on strengths and gaps  and provide appropriate  support Work closely with Food/NFI/WASH/CIE sector leads to ensure that all staff is trained and apply  World Vision policies, codes and guidelines and International humanitarian standards such as Sphere, HAP, RC/RC code of conduct  in all WV Lebanon programs Participate in the recruitment of field staff in HA team and provide induction. Produce weekly, monthly and annual Accountability  reports on food/NFI, WASH/CFS and CIE/Protection and share with Response Manager and HA and Outreach Manager eg feedback and complaints trends analysis. Ensure proper records and filing of Accountability and Outreach data eg complaints follow ups/referrals and management of data – schedules, outcomes, feedback database and documents. Outreach- Field Coordinate and supervise comprehensive outreach visits to targeted populations in WV operating areas to assess needs, following up on complaints and feedback, and impact of WV programs and potential entry points. Ensure that results generated by outreach findings// other assessments are well recorded and communicated to concerned departments and at field, and externally including national level to inform programming and address issues on time. Collaborate and coordiante with other interested organizations on outreach awareness and trainings and incorporate cross-cutting issues such as gender, protection, children, old people etc.  Develop/review Outreach strategies to ensure the HA and Outreach teams have adequate technical support to meet their objectives and conduct outreach sessions successfully. Support and participate in selected awareness campaigns and sensitization sessions in order to respond instantly to any high level feedback  in collaboration with the sector Leads. Coordination Ensure regular meetings and consistent coordination takes place with programs, sector leads, and operations to share advise on the general field operations in terms of community perceptions, satisfaction levels, accountability and relations with the communities. Participate in key humanitarian response meetings, including networking with other humanitarian partners through working groups and donor meetings eg WFP and UNHCR. Coordinate with WV partners and other program stakeholders & donors related to program issues and matters directly affecting the stakeholders. Coordinate accountability and outreach review sessions internally with sector staff and management to capture and share best practices and gap analysis and plan for continuous learning and improvement. Coordinate with all response departments and staff to provide any required support generated from the findings of the outreach assessments. Management Responsible for staff coaching for performance and appraisals General management of  both the office and field operations of HA unit at response area level.  Liaises with HA Manager and PDQA Manager on general unit managerial matters including updates and staff. Accountable for any assets procured to support the operation of the unit and position held Knowledge and Skills Creative and able to come up, embrace and coordinate innovative thinking, and problem solving skills; Good analytical and writing skills; Good interpersonal skills and, abilities to work as a team. Effective in written and oral communication; in English  Able to work under pressure Computer literacy; Strong computer skills including Word, Excel, PowerPoint
