UNICEF Lebanon recruits: A NATIONAL CONSULTANTSection: Education Title: E-LEARNING PROJECT MONITORING CONSULTANT Location: Beirut, LebanonReporting to: Education Manager Contract type: Individual SSAPeriod of consultancy: 3 months  Start date: As soon as possible I. OBJECTIVESThe consultancy will support the Education section and MEHE in monitoring and evaluation of the pilot of the E-learning initiative, which is going to be implemented as a part of the summer Non-Formal Education (NFE) programme. The consultancy will monitor the implementation of the pilot, evaluate effectiveness and efficiency of the project, and inform recommendations for the way forward. II. BACKGROUNDAs the influx of Syrian refugees into Lebanon due to the escalating violence and insecurity in Syria continues to increase since 2012, UNICEF Lebanon Education programme has made great progress and efforts to ensure learning of children affected by the Syria crisis through formal as well as non-formal education programmes. In addition to the current interventions, UNICEF is initiating a more innovative approach to improve access and quality of learning through the E-learning initiative, using Raspberry Pi computers, a low-cost simple computer device. The pilot phase of testing Raspberry Pi computers in the non-formal education programme as part of the summer programme is to start in July 2014 at 6 locations with 3 implementing partners with technical support and oversight of another implementing partner. The pilot will be evaluated and inform ways forward for this initiative on how to scale up. III. SCOPE OF WORKUnder the supervision of Education Manager, the consultant will provide technical support in monitoring and evaluation of the pilot Non-Formal Education project of the E-learning initiative, and provide recommendations for a scale-up.Specific tasks include:-Undertake field visits to monitor the implementation of the e-learning pilot -Ensure quality and consistency of the implementation against the proposal -Support the partners in implementation of the project, and/or report to UNICEF to flag the issue-Verify results reported by the partners, collect additional qualitative and quantitative data / information, if necessary.-Evaluate the project in terms of relevance effectiveness, as well as feasibility of scale-up, identify specific challenges and areas of improvement, and provide recommendations for the way forward. IV. PROFILE REQUIREMENTS•Master degree in the field of Education or any other relevant social science fields;•Have minimum of three (3) years professional experience (or five years with a Bachelor degree) in Education programme monitoring and evaluation•Have knowledge and familiarity with working with UN/UNICEF, or Education programme in Lebanon;•Good communications skills to work in multi-cultural work environments•Demonstrate high level written and verbal communication skills in Arabic and English VIII.
