Area Manager /tripoli

CARE is implementing a regional response to the Syrian Crisis to meet the immediate and most urgent needs of the women, men, boys and girls who have fled Syria. CARE is very well established in the region and set up an office in Jordan as early as 1948. CARE International in Lebanon (CIL) is supporting refugees as well as local communities through WASH, NFIs and Cash assistance activities in the North and Mount Lebanon Governorates.   Main Objective The Area Manager is responsible for coordinating, consolidating, and ensuring smooth implementation of program and operations’ activities and adherence to finance, logistics, human resource, administration and security procedures. At the regional/district level, the Area Manager represents CARE to relevant stakeholders. The Area Manager reports to the Deputy Country Director – Program (DCD-P).   Responsibilities Coordination The Area Manager develops and implements CARE Lebanon’s programmes in the area of Tripoli, in collaboration with the respective programme staff and technical coordinators at the Tripoli base and at the Beirut office. The Area Manager provides general support, guidance, and serves as focal point during program planning, grant writing, and reporting. Management The Area Manager oversees the opening, closing and/or regular running of the base in Tripoli, including the management of all or part of support staff, program support activities, administration, and security of the base as well as coordination with program staff on the base level. The Area Manager ensures that CARE procedures and donor regulations applicable to projects implemented in the region with regards to program, logistics, security, HR, and administration are closely followed. Representation The Area Manager represents the organization at the area level including general meetings with donors, humanitarian actors, local authorities, protocol meetings, security meetings, as well as sector program meetings when requested by the mission coordination. The Area Manager organizes and manages the visit of donor’s representatives / HQ visitors / other stakeholders whenever requested. Logistics The Area Manager is in charge of overseeing the logistics on the district level ensuring the proper set up and running of base premises (office / guest house), the functioning of supply chain including procurement planning, purchasing of goods and services, their transport and storage, the organization, planning, and maintenance of the fleet and equipment, and the functioning of the means of communication appropriate for the respective region. The Area Manager liaise with the logistics department in Beirut to get approval and launch all major procurements and actively participates to the tender opening related to the procurements for the Area. Finance / Administration / Human Resources In close collaboration with the Deputy Country Director for Program Support, the Area Manager is responsible for overseeing the management of finances and administration on district level. The Area Manager ensures the proper management of finances on the bases including planning, authorization of every expenses, and reporting. The Area Manager also ensures the management of Human Resources in accordance with the CARE guidelines and the legal requirements in the host country. Security The Area Manager is responsible for the district security management and ensures the security of staff, premises, materials and assets. The Area Manager monitors the political, economical, and social environment in the area, assesses and analyses the risks, monitors and reports the security situation and develops security procedures relevant to the context.   Experience and skills required: - Education: Bachelor Degree – BA/S or equivalent in social science, management, international development, humanitarian studies, engineering, or other relevant field. - At least 5 years of progressive experience working in similar positions in the development / humanitarian sector with NGOs. - Relevant experience in the management and coordination of teams. - Good leadership skills and good team member. - Good communication skills and ability to represent the organization with relevant stakeholders - Good reporting skills and experience drafting reports and proposals - Experience with budget management - Fluency in Arabic and English (written and spoken) - Proficiency in the use of Microsoft Office software (Word, Excel, PowerPoint) - Ability and experience working under pressure, with tight deadlines, and to be flexible. - Ability and experience working independently and to seek support when needed   Desirable: - Education background related to WASH and/or experience in the implementation of WASH programmes in humanitarian contexts. - Knowledge and experience with project management cycle. - Previous work experience and/or knowledge about Tripoli area.
