Civil Engineer Consultant

Within the framework of the initiatives promoted in the Palestinian camps and surrounding areas in Tyre, Saida and Tripoli in support of people affected by the Syrian crisis and funded by ECHO, TdH-It is looking to hire a consultant civil engineer in order to supervise a shelter (self) rehabilitation program of an estimate number of 180 small shelter units in the camps of Saida and Tyre, and provide technical support to the Management of the organization The interventions will mainly target shelters in need of rehabilitation with broken or cracked walls such as garages, unfinished department and abandoned rooms/houses not ready for use, generally with inadequate basic services, including poor latrines, doors, ventilation, no heating system nor hot water, and no water tanks. Rehabilitations will be implement directly by beneficiaries of the intervention, who will be granted to this end cash assistance in different tranches, released based on progress appraisal. Beneficiaries will be selected and technical specification of the works (including BoQs) according to a social and technical assessment performed by TdH It National Partner Organization technical and non-technical staff (site civil engineer and assistants: surveyors and social workers) TdH and its partner will ensure coordination with other organizations all along the rehabilitation process of about 4 months, from the identification of the beneficiary family(ies), to technical and non-technical assessment, implementation, until the completion of works. The Civil Engineer consultant will guarantee TdH it the needed technical support to implement overall technical supervision and certification of required standards.  Main duties and responsibilities Supporting TdH It Management in supervising the rehabilitation process implemented by the beneficiaries with technical support of the National Partner organization’s technical staff Support TdH in the overall technical supervision of the rehabilitation program Final Certification and technical approval of the rehabilitation works and of the technical documentation prepared by the National Partner organization’s technical and field staff, including collecting data and/or information related to following up and approval Participation at TdH It – National Partner meetings, involving the rehabilitation process Technical support to TdH It  management in finalizing agreements among the concerned actors (e.g. beneficiaries and tenants and/or other stakeholders possibly involved during the implementation of the project, including overall supervision of technical specifications); Supporting TdH It Management in performing regular site supervision in the camps of a representative sample of rehabilitation sites to assess that rehabilitation is in line with guidelines and specifications and is using material up to the requested standards. Preparing forthrightly reports to the project management about the overall progress of the rehabilitation, including approvals to release cash assistance and a final report  Coordination Beyond the coordination with other the Project Manager (and/or its deputy) the Engineer might be requested to attend specific meetings with donors and other stakeholders that involve a technical level Qualifications and skills: University degree in civil engineering At least 3 years of Works sites experience Excellent and communications skills computer skills Excellent knowledge of English and Arabic languages, both spoken and written Valid Driving License and ability to move autonomously Ability to work both independently and as a team member Ability to work in different cultural environments Previous experience in working with national/international NGOs, in self rehabilitation program and in camps are assets, that should be clearly indicated in the motivation letter
