Senior Finance Officer

1. Role/Purpose: The role of this position is to assist the finance department in the coming two months, by providing support to the existing staff and work on grant files, BVAs, financial reports to maintain good records for closed and on-going grants. Develop policies and procedures for IRC Finance, support budgeting unit in proposal writing and donor reporting, and maintain high confidentiality and ethics of the work environment. 2. Terms of Reference: This Terms of Reference is effective from June 23rd, 2014 and continues until the end of August 2014. And will be ongoing until terminated by agreement between both the parties if needed prior to the end date. 3. Roles and Responsibilities Support in budget development and BVAs:• Work on budget development for new grants• Collect all “OLD” BVAs and file them under finance folder• Convert the BVA format to the new format Grant Files / closed and new grants:• Work with grant unit to extract all grant contracts closed and new • File hard copies of all interim/ final financial reports for all grants• Maintain hard and soft copies for all realignments and related approvals Develop Policies and procedures for Finance Department:• Read IRC international Finance Manual• Develop check lists for payments / advances and any other related documents • Contextualize Finance Manual for IRC Lebanon• Develop internal policy for cash transfer reconciliation 4. Amendment, Modification or Variation This TOR is subject to be amended or modified in writing after consultation and agreement by both parties.
