In Lebanon, HA provides holistic services focusing on psychosocial support, violence prevention, livelihoods strengthening and social cohesion to diverse vulnerable populations affected by the Syrian refugee crisis, including women and girls, Lesbian, Gay, Bisexual, Transgender and Intersex (LGBTI) individuals, and survivors of Sexual and Gender Based Violence (SGBV), torture and trauma.   Summary: The Project Officer will work under the supervision of the Program manager and ensure effective implementation of the SGBV project for women and girls, based on a results-oriented approach and in accordance with HA and donor requirements. The project officer will be fully in charge of the entire Livelihoods component including capacity building, cash-for work and quality control. S/he will work closely with Program Manager, M&E Officer, accountant, Head of programs and partners involved in programs implementation.   Essential Duties and Responsibilities:    •       Assist the Program manager in the implementation of the project activities and regularly communicate and coordinate with all     partners in the field. •      Develop implementation plans using participatory approaches with the project team, consultation with partners within the   defined scope of work; •      keep track of the implementation and reporting statuses and suggest corrective actions in case of delays or deviations •      Implement and supervise the Livelihood program in accordance with HA’s strategic plan and models. •      Ensure Livelihood program’s quality and organize capacity building activities for local partners. •      Identify new livelihood projects and opportunities suitable for the cash-for work unit. •      Provides updates and timely reports on all aspects of the project and related activities when needed. •      Coordinate with finance and administration staff to monitor project spending and partners’ accuracy. •      Assist in the logistics and procurement operation if requested •      Represents Heartland Alliance in coordination meetings, workshops and trainings. •      Assist in administering day-to-day administrative activities and planning of program. •      Follow up on all general logistics related to the project activities. •      Contributing in the program materials production. •      Oversee updating of program database •      Collect and analyze information for development projects in the project area; •      Perform any other tasks as assigned by the Program manager       Qualifications:  Deep Knowledge of the Livelihood concept  Previous work experience on Livelihoods programs or projects. Ability to manage and build capacity of partner organizations Excellent judgment and ability to plan and accomplish goals. Ability to juggle a variety of tasks, manage own workload, and work flexibly. Creative thinking. Good research skills. Ability to work as part of a team. Good Interpersonal and communication skills at all levels Ability to work effectively under pressure       Education: A Bachelor’s degree or higher in a Social Science field or any other related field. Experience in the relative field, preferably with local and international NGO’s. Knowledge of cash/livelihood programming is a must. Experience required: 2 to 3 years Language Skills:  Must have written and spoken fluency in English and Arabic or French. Communication Skills: Strong coaching and training skills; ability to create and sustain a positive team dynamic. Listens and gets clarification, responds well to questions and feedback, participates in meetings, effectively communicate utilizing a variety of technologies such as phone or video phone (i.e. Skype), writes clearly and informatively, and edits work for spelling and grammar. Computer Skills:  Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange; Windows operating systems; and other software routinely used by Heartland Alliance.       Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
