CARE is implementing a regional response to the Syrian Crisis to meet the immediate and most urgent needs of the women, men, boys and girls who have fled Syria. CARE is very well established in the region and set up an office in Jordan as early as 1948. CARE International in Lebanon (CIL) is supporting refugees as well as local communities through WASH, NFIs and Cash assistance activities in the North and Mount Lebanon Governorates.
Job Purpose:
As part of the WASH intervention, to facilitate the effective and successful planning, implementation, monitoring and evaluation of hygiene promotion activities in the districts assigned - in collaboration with the WASH Coordinator, WASH Officer and Area Manager and through supervision of assigned staff.
To safeguard and improve the public health of the affected population by:
Promoting safe HP practices, including appropriate use and maintenance of WASH facilities and services;
Promoting water conservation measures at the household level;
Ensuring appropriate community involvement in the design and delivery of essential WASH services and facilities;
Ensuring effective coordination and integration of Hygiene Promotion activities with the delivery of water and sanitation services and facilities.
Ensuring coordination of HP methodologies with the Lebanon WASH sector.
Participation in the HP working group to collaborate on new methodologies as appropriate.
Key responsibilities:
In collaboration with other members of the WASH team, design and manage assessments and baseline studies in order to identify WASH-related health risks and priorities.
In cooperation with other WASH staff, design and plan activities to reduce these risks, with reference to both physical and behavioural aspects.
Ensure community mobilisation, and facilitate community-based project activities through regular interaction with children and community members, including providing training, guidance and support.
Take steps to ensure that the programme benefits the poorest and most vulnerable.
Assist and facilitate capacity building workshops for variety of stakeholders.
Assist in procurement of materials, supplies and maintenance of project equipment and repair.
Liaise with other sectors of CARE, authorities and departmental officials regarding the project activities as necessary.
Assist supervisor in preparing work plans and budget estimation.
Responsibility for distribution of Water and Sanitation related materials for assigned project activities.
Keep records of activities, and report regularly and as requested on programme progress.
Supervise partners to facilitate and collaborate with community in renovation and construction of water supply and sanitation facilities and to promote in public health hygiene behaviours.
Any other duties and tasks assigned by supervisor.
Implementation:
Ensure and oversee the following activities:
Identification of key hygiene practices to be addressed and sectors of the population with whom to engage and develop an appropriate communications strategy to promote safe practices and water conservation.
Identification, or facilitation, of community structures through which the Hygiene Promotion activities can be implemented.
Mobilisation of the affected communities as appropriate for participation in planning, construction, operation, and maintenance of WASH facilities and services.
Creation of channels for dialogue between the WASH response and the affected population, to ensure appropriate technical interventions and allow the agency to be held to account for the quality of the WASH programme.
Design, implementation, and monitoring of Hygiene Promotion activities that are appropriate to specific sectors of the community, e.g. children, youths, women, and men.
Identification of any need for the distribution of non-food items related to public health, such as containers, soap, hygiene kits, etc., and participation in the choice of items, targeting strategy, promotion of effective use, and post-distribution monitoring.
Programme approach
Ensure that Hygiene Promotion activities are in line with relevant standards, codes of conduct, and humanitarian principles.
Use participatory approaches as a far as possible throughout the programme cycle, in training, and in the use of tool kits and other materials.
Ensure that Hygiene Promotion activities and resources are implemented and handed over or ended in a way that promotes local capacities and sustainable operations.
Ensure that gender, protection, HIV, the environment, and other important crosscutting concerns are taken into account in programme design, implementation, and reporting; ensure that activities reflect the needs of specific groups and individuals e.g. women, elderly people, children, and people with disabilities.

Person specification
A suitable qualification in any discipline relating to Public Health or Health.
At least 2 years of knowledge of public health and one or more other relevant area (e.g. health promotion, community development, education, community water supply).
Experience and understanding of Hygiene Promotion and community mobilisation in relation to water and sanitation activities.
Sensitivity to the particular needs of women in a public health context, and understanding and recognition of the importance of involving women in the decision making process.
Commitment to and good knowledge of creating efficient, independent partner organisations, through effective capacity building and learning and development activities.
Ability to build strong, credible relationships with international and local NGOs, government associations, communities and partner organisations.
Good organisational and personal management skills, with ability to prioritise work issues and adjust to constantly changing situations while maintaining focus on delivery and follow-through.
Proven experience as a team worker and demonstrably cooperative with members of other teams, responding quickly and accurately to queries and issues.
Commitment to CARE’s policies of promoting gender equity and diversity and the interests of marginalized people in all aspects of CARE’s work.
Experience working in emergency situations.
May need to work after hours or at weekends.
Fluent in Arabic and English.
