Project Officer (Po/t5/unicef)

INTRO Terre des Hommes Italy, nongovernmental international organization, is recruiting a Project Officer to be involved in the implementation of Education and Protection projects for Syrian Refugees and affected populations in North Lebanon funded by UN agencies.   JOB PURPOSE The Project Officer will be responsible for managing the implementation of a 6-month project. S/he will work closely with project staff, local partner, civil society organizations and stakeholders to ensure timely and quality implementation of all activities and the development of a collaborative relationship between beneficiaries. The Project Officer will oversee day-to-day operations and will ensure that the implementation of the program itself is on-time, within budget, and to maximum effect. This includes providing a regular presence with, project staff stakeholders and networking contacts with local government, international and local agencies. The Project Officer will be responsible for managing project staff and resources devoted to this project in conformity with Lebanese law and Terre de Hommes internal operating practices. S/he will also collaborate closely with the technical staff, as well as trainers and educational and child protection experts working on the Project to ensure the deliverables are of high quality, and delivered in a timely manner.   DUTIES AND RESPONSIBILITIES Collaborate with the Project Manager and technical staff (Education and Child Protection Officers) on the implementation of the project; Develop implementation plans using participatory approaches with the project team, consultation with stakeholders and partners within the defined scope of work; Ensure adequate communication of the plan to project staff and partners; Ensure progress is taking place as per the plan and immediately report any potential deviation in terms of time, cost, or modification of objectives to the Project Manager; Implement project activities in a timely manner ensuring good quality action and credible outcomes; Develop and maintain proactive, positive and professional relationships with the project staff, other NGOs, donors, key government officials, civil society groups, religious groups, etc; Maintain regular written and oral reporting with the Project Manager and donor; Oversee the management and reporting on project activities, ensuring timely grant reporting and compliance with contract and donor guidelines in coordination with the local partners; Develop and maintain project records such as databases, reports and records of decisions; Take corrective actions, when needed to ensure effective implementation of the project to reach its goals; Ensure the inclusion and implementation of comprehensive monitoring and evaluation plans in all existing and new projects; Lead information exchange and resource sharing between projects (as appropriate); Collect and analyze information for development projects in the project area; Any other tasks required to accomplish the project objectives.   Experience and requirements Advanced university degree in international relations, diplomacy, political science, management, public administration, communication or equivalent. 3 to5 years’ experience in managing International or national programs. Proven experience in working with NGOs or/and INGOs. Proven experience in Results-based project management; including research and strategy, planning, and financial management Strong experience in networking and partnership-building. Good communication and analytical skills, statistical knowledge Experience writing project proposals and reports Knowledge of Lebanon and the Palestinian and Syrian refugee situations Proven ability to negotiate multiple relationships with various partners. Dynamic leader with creative problem solving skills, particularly in challenging situations Excellent interpersonal and networking skills Spoken and written fluency in English and Arabic. Strong oral and written communications skills. Cultural sensitivity and adaptability. Proficiency in Microsoft Office, especially Microsoft Excel. Strong organizational skills and attention to-detail.
