IRC launched its Lebanon program in September 2012, and has a presence in four regions (North, Bekaa, Mt. Lebanon, South) and five sectors: education, economic recovery and development, women’s protection and empowerment, child protection, and protection. Position Summary: IRC is seeking a Monitoring and Evaluation (M&E) Specialist for a United States Agency for International Development (USAID)-funded project to expand equitable access and improve learning outcomes for vulnerable students in Lebanese public schools. The M&E Specialist will be responsible for developing and implementing the project M&E plan, as well as providing technical assistance in M&E to the Ministry of Education and Higher Education (MEHE). The M&E Specialist will provide training and oversight to project staff on data collection, analysis, and use. This position is contingent on the IRC being awarded funding and is anticipated to begin in September 2014. Job Responsibilities: Develop and oversee implementation of the project M&E plan in coordination with key project staff; Provide training and capacity building in M&E to technical/implementation staff to ensure effective and accurate data collection; Provide technical assistance to partners and the MEHE in best practices in education M&E; Oversee M&E reporting to USAID through both formal and informal debriefings, annual and semi-annual reports; Maintain active and cooperative relationships with all key stakeholders, including government officials, project partners, other implementing agencies, and related institutions. Requirements: Advanced degree (PhD or MA) from an accredited university in a related field; At least five years of experience in M&E for USAID or other donor programs, including at least three years in education programs in developing countries; Experience with projects supporting the development and strengthening of EMIS preferred; Previous experience working in conflict or crisis situations; Demonstrated innovation and success in staff capacity-building and in participatory, flexible, and gender-sensitive programming and implementation; Strong communication skills, both oral and written; Fluency in English and Arabic is required.
