Enumerator / Field Monitoring Officer (Contributing Towards Ensuring Food Security For Vulnerable Conflict-Affected Syrian Refugees In Lebanon)

Based in West Bekaa with daily movements to the field, the Enumerator / Field Monitoring Officer (EN-FMO) will have to interview a given daily target of Syrian refugees’ households (HHs) / shop keepers to collect correct and reliable information according to their specific role in the survey. The success of the data collection and the whole data reliability depends on the skills of every EN-FMO, his/her ability to conduct the related tasks, their resilience to long working days and their ability to coordinate with their team leader, to whom the EN-FMO reports. The EN-FMO reports to the TL on a daily basis on any issue that might arise, already arouse, and lessons learned both at team and interview/survey management level. The EN-FMO and team leader TL will manage the list, number and location of HHs to be interviewed in any given day, and will liaise accordingly with the HH members to arrange the time of the interview in their settlement, making sure that no time is wasted and the daily target of HHs interviewed is consistently reached. Because of the delicate nature of the task, EN-FMO will work in couples, one man and one woman. The EN-FMO will be monitored and assessed on a daily basis by the team leader, who will also conduct random household interviews him/herself on a daily basis and on randomly selected HHs to double-check the quality and possible bias of the data collected by the EN-FMO. The EN-FMO will be proficient in the use of any ANDROID device (smartphones and tablets) that will be used to send, to a central server, the data collected in digital formats (on pape only in case of emergency or no signal available). Additionally, the EN-FMO will help the Team Leader to make sure that awareness on the transition from paper vouchers to e-cards will be raised among local authorities and key refugee community members, and shopkeepers will be fully informed about the program implementation and e-card system. Together with the other relevant project staff, the EN-FMO will help distribute the e-cards, carry on the necessary paper-work at the distribution sites, and provide the beneficiaries with explanation of how to use the e-card. After the e-card distribution, the EN-FMO will conduct regular shop surveys, and interviews at household level in villages, urban areas and tent settlements to verify demographic and vulnerability data while collecting information and feedbacks on the food assistance provided, including the e-cards distribution and the food access processes. In brief, the EN-FMO is responsible for conducting a given daily target of interviews and assessments of Syrian refugees’ households and shop keepers and collect correct and reliable information in digital formats on Android devices. The EN-FMO will manage the list, number and location of HHs/shops to be assessed in any given day, and will liaise with the HH members / shop keepers to arrange the time of the interview in their settlement. INTERSOS invites local candidates WITH REGULAR LEBANESE WORKING PERMIT to apply for the position of “Enumerator / Field Monitoring Officer”, to support INTERSOS activities to contribute towards ensuring food security for vulnerable conflict-affected Syrian refugees in Lebanon.   Women are kindly invited to apply for this position.   NOTE: Candidates are asked for flexibility in terms of working hours and days of work (Saturdays and Sundays included if necessary). CANDIDATES MUST HAVE A VALID LEBANESE DRIVING LICENSE (at least 2 years from date of issue).   SPECIFIC DUTIES: Ensure coordination with team leaders, colleagues and all the actors involved in the survey/verification; Support the team leader to guarantee that host municipalities are aware of our activities in their area, ensuring that the relevant municipalities are constantly informed of date and location of interviews in due time; Support the team leader to receive the lists, prepare them, identify locations, inform HHs members, etc…; Report complaints to the team leader; Identify HHs location; Represent INTERSOS in the field; Contribute to the awareness campaign on the e-cards system and ensure that beneficiaries will be informed of date and location of distribution in due time; Organize the distribution of e-cards: this will include the reception and temporary storage of e-cards, the preparation of beneficiaries lists for the day and relative shifts of distribution, and the identification of distribution centers; Distribution of e-cards during distribution days and paper work on site to register e-card hand-over to beneficiaries; Provide the beneficiaries with detailed and correct explanation and demonstration (if possible) of how to use the e-card; Data Collection: conduct shops surveys and selection of shops willing to introduce and use the e-card system; Data Collection: perform extensive monitoring visits to shops in order to monitor their performance, accessible food products versus needs, quality and cost of food products, supply chain, stock capacity, distance from refugee-populated areas and accountability versus fraud and corruption; Data Collection: perform extensive household visits to monitor the type, quality and quantity of the food products redeemed, if food products have been kept or consumed and the effects on the monthly expenditure patterns. Other information will be related to the e-card use and the quality of the shops; Identify the eligible people in the household and manages the questionnaires; Ensure that all questions have been asked and that the recorded answers are clear and legible; Respect the time required for measurements, breaks and meals. Maintain constant contact with beneficiaries (receive their requests, provide available information, etc.); Perform all other necessary actions for the functioning and success of the project in order to deliver assistance to the designated beneficiaries; Respect the total confidentiality of the data collected; Ensure to never speak about data out of the survey project and security of the records and files; Follow security measures; Participate to the daily briefing and debriefing sessions and to the organization of the weekly plan with the teams, under the Team Leader and International Project Manager supervision; Write reports on demand of the Team Leader and International Project Manager; Be committed to participate to any other task in order to achieve the project overall objective. Knowledge, Skills and Requirements: High School and/or Technical Degree; Experience with participatory fieldwork, methodologies, monitoring and reporting; Experience in the field of surveys; VALID LEBANESE DRIVING LICENSE (minimum 2 years from date of issue); Knowledge of humanitarian principles and good knowledge of the region and local languages; Capability to establish with the persons and families a good and respectful contact in order to ensure the quality of interviews; Good physical fitness to walk distances if necessary; Patience, good personal organisation, good communication and ability to work in teams, seriously, rigorously and personal accountability; Very good Interpersonal and Diplomatic Skills in client/beneficiaries-facing situations; Initiative, flexibility and willing to learn; Ability to work under time pressure, independently, and with limited supervision; Able to input data on ANDROID smartphones; Good level of numeracy; Fluency in written and spoken Arabic is a must.
