Field Officer (Fo/bekaa/hcr)

INTRO The field officer post is located in the Bekaa Valley Field Office based in Jdaideh, and reports to the assigned Bekaa Valley Project Officer in Zahlé. Working closely with technical officers, advisers and program specialists, the Incumbent assists in fast tracking the implementation of a regional project within the TdH-It Bekaa Valley Program. The Incumbent provides support services for schools and other educational groups (formal and non-formal education). The Incumbent will be responsible for the development and implementation of field activity in all the program locations. S/he will contribute to the design of a field monitoring methodology, M&E systems, and materials to support field activity. The Incumbent will directly provide assistance to TDH local staff placed in 5 schools as well as S/he will provide program and technical oversight across project sites. The Incumbent will work extensively with other sectors, to ensure that field principles are being incorporated into the Lebanon sector programs, to strengthen the integrated nature of TdH-It field and assistance programs in Lebanon. S/he weekly reports directly, or through the Officer's weekly reports, to the Project Officer. WORK ENVIRONMENT The Incumbent works mainly but not only in a field environment and may have an executive staff that assists him or her in the daily duties. The Incumbent communicates daily with colleagues, and if there is the need with the Program Manager. The individual must be able to operate in a pressure-packed environment. JOB PURPOSE Features and Job Functions Working in collaboration with other relevant Technical Officers, the relevant project units, the Incumbent will supervise field project's activity, and the coordination aspects, and the day-to-day management of the operations. S/he will perform regular assessment of the quality of implementation amongst pupils of 5 schools. In addition, s/he serves as the focal point for developing input and strengthening results in partnership with relevant TdH's officers on specific issues related to the field activity. The incumbent should be prepared to implement programming in remote and insecure environments. This is a non-accompanied position. The Incumbent will live in shared housing. DUTIES AND RESPONSIBILITIES The Incumbent is responsible for contributing policies pertaining to over a vast array of systems for an INGO. Policies include strategies addressing security, acquisition of new systems, INGO management policy and opportunities to improve findings and results. Specific duties: The Incumbent will assist TdH in the implementation, and co-ordination of the Project in terms of: Manage logistics processes to procure, store and distribute stock, supplies and services for the timely delivery of project objectives; Oversee and support TDH-It field staff in the planning and provision of the project activities; To ensure monitoring of project implementation in accordance with the Logical Framework; To ensure data collection and sources of verification; To program regular visits to the activities to assess partner performance and to ensure the quality of the project supporting in the process of monitoring and evaluation; To organize and carry on needs and vulnerability assessments; Timely identify, inform and discuss any issues with the Project Officer; To work closely and effectively with TDH-It Lebanon staff; Represent TDH-It in field base multi agency and overall interagency cluster where appropriate; Liaise and coordinate with national-international stakeholders NGOs, local communities and municipalities; Ensure a strict adherence to TDH-It Child Protection Policy at all times, including respect for confidentiality and child centered approach. Other duties as may be assigned by the Project Manager and agreed upon. Program management With the officers’ team, establish clear targets and activity plans per school (formal/non-formal education); Field support related to field and office needs (e.g. goods purchasing, utilities payment, cars and office premises maintenance, etc…); Support in translation for international staff, mainly in the field; Contact to and co-operation with relevant focal point and local authorities; Monitor the quality of the project data collection activities implementing methodological standards and ensuring that quality is considered during the activity implementation; Contribute to develop a paper concerning tools, best practices and way of in emergency activities, to be used as TdH-Italy reference document in Lebanon. Participate in coordination meetings with national and international institutions and cluster where appropriate; Human Resources Management and Development Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable field staff to successfully perform in their positions including field staff development plans. The Incumbent must be able to communicate the vision of project management to field staff, beneficiaries, and field partners. S/he must have good written and oral skills. Conditions: Full time job of 40 hours per week, distributed in five days according the needs of the program. Local contract; staff will follow TdH Terms and Conditions of employment Experience required: At least 2 years. Languages: Written, Spoken and Passive: Arabic: Excellent English: Excellent. Knowledge of Italian language is an asset. QUALIFICATIONS At least one year of experience working in child centered programming in the region Knowledge in planning, monitoring and evaluation including developing tools and supporting local partners Experience  in psychosocial support programming Good  writing skills Capacity to work in team and flexibility to take on new tasks. Strong social and communication skills Able to establish and maintain effective working relations with people of different cultural backgrounds Fluency in English and Arabic. Driving license required.
