Field Logistics Officer - Bekaa (Flo/bekaa/hcr)

INTRO The Field Logistics Officer post is located in the Bekaa Valley Field Office based in Jdaideh, and reports to the assigned Bekaa Valley Logistics Officer in Zahlé. Working closely with technical officers, advisers and program specialist, the officer assists in fast tracking the implementation of a regional project within the TdH-It Bekaa Valley Program. The Field Logistics Officer provides teaching services for schools and other educational groups (formal and non-formal education). The Field Logistics Officer will be responsible for the development and implementation of Field Logistics programming in all the program locations. S/he will contribute to the design of Field Logistics monitoring methodology, M&E systems, training materials for Field Logistics and information project staff. The Field Logistics Officer will directly provide logistic assistance to 5 schools as well as S/he will provide program and technical oversight across project sites. The Field Logistics Officer will work extensively with other sectors, to ensure that Field Logistics principles are being incorporated into the Lebanon sector programs, to strengthen the integrated nature of TdH-It Field Logistics and assistance programs in Lebanon. S/he weekly reports directly, or through the Logistics Officer's weekly reports, to the Project Officer.   WORK ENVIRONMENT A Field Logistics Officer works mainly but not only in a field environment and may have an executive logistics staff that assists him or her in the daily duties. The Field Logistics Officer communicates daily with colleagues, and if there is the need with the Program Managers. The individual must be able to operate in a pressure-packed environment.   JOB PURPOSE Features and Job Functions Working in collaboration with other relevant Technical Officers, the relevant project units, the Field Logistics Officer will supervise data project's collection, financial and managerial, and the coordination aspects, and the day-to-day management of logistics of the operations. S/he will perform regular assessment of the logistics quality of implementation and content amongst pupils of 5 schools. In addition, s/he serves as the focal point for developing input and strengthening results in partnership with relevant TdH's officers on specific issues related to the project. The incumbent should be prepared to implement programming in remote and insecure environments. This is a non-accompanied position. The Field Logistics Officer will live in shared housing.   DUTIES AND RESPONSIBILITIES The Field logistics Officer is responsible for contributing policies pertaining to logistics over a vast array of logistics systems for an INGO. Policies include strategies addressing security, acquisition of new systems, INGO logistics management policy and opportunities to improve findings and results. Specific duties: The Field logistics Officer will assist TdH in the implementation, and co-ordination of the Project in terms of: Collecting all the needed data and/or information related to the projects; Procurement activities (supply and work contracts); Identification of potential suppliers and/or contractors; Cars maintenance and car log-books. The Logistician is responsible for preparing and submitting weekly progress reports to the Project Coordinator, or when requested; Other duties as may be assigned by the Project Manager and agreed upon. Program management With the officers’ team, establish clear logistics targets and activity plans per school (formal/non-formal education); Logistic support related to field and office needs (e.g. goods purchasing, utilities payment, cars and office premises maintenance, etc…); Support in translation for TdH Project Coordinator and any other international staff, mainly in the field; Contact to and co-operation with relevant focal point and local authorities. Monitor the quality of the project data collection activities implementing methodological standards and ensuring that logistics quality is considered during the activity implementation; Contribute to develop a paper concerning logistics tools, best practices and way of logistics in emergency activities, to be used as TdH-Italy reference document in Lebanon. Participate in coordination meetings with national and international institutions and logistics cluster where appropriate; Human Resources Management and Development Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable field staff to successfully perform in their positions including field staff development plans. Lead with commitment, integrity and accountability to the TdH-It Child Protection policy and Code of Conduct   REQUIREMENTS Values: The observation of ethics, understood as honesty, loyalty, correctness and compliance with the laws, represents a primary value for Terre des Hommes Italy. S/he must have good written and oral skills.   QUALIFICATIONS High school diploma (technical specialization) or other diploma supported by specific working experience in logistics; Works sites experience Good computer skills Excellent knowledge of English and Arabic languages, both oral and written Valid Driving License and ability to drive both automatic/manual cars Previous experience in working with national/international NGOs is an advantage Communication skills, cultural sensitivity, flexibility, ability to improvise, team player. Ability to live to work in different cultural environments, and productively work under stress and in insecure and harsh environments while maintaining a sense of humor.
