General context:
Asmae - Association Soeur Emmanuelle is an international solidarity NGO specializing in child development. Independent, secular and apolitical, the organization is open to all. Its actions are aimed at assisting children and their families, and at promoting their independence through access to education, health care and psychosocial support. Established by Soeur Emmanuelle in 1980, Asmae pursues its endeavors by adhering to the inherent values of trust, listening and reciprocity of its founder. Located in eight countries spanning three continents, Asmae - Association Soeur Emmanuelle allows more than 60,000 people, primarily children, the opportunity to walk tall.

Asmae in Lebanon
Present in Lebanon since 1986, ASMAE – Association Sœur Emmanuelle works in partnership with six local associations in the fields of Education and Psychosocial as well as support project structuring. Our involvement is primarily concentrated in urban areas (Beirut, Zahle, Tebnine) as well as severely underprivileged areas (Northern Beqaa and South Lebanon).
Asmae's involvement consists of supporting local association partners through financial and technical assistance by strengthening the teams' abilities regarding different thematic or organizational components. Asmae's General Coordinator in Lebanon is responsible for implementing and monitoring this intervention strategy.
1. SCOPE:
Under the supervision of the coordinator, the Finance and Administration Officer is responsible for:
accounting, administration and logistics of the office and the Asmae team
accounting and administration of projects/programs, primarily involving grants awarded by the AFD (French Agency for Development)
2. RESPONSIBILITIES
Accounting, administration and logistics of the office and of the Asmae team:
Record expenses and cash flow using Asmae's financial reporting tool (office rent, travel expenses, purchase of materials, etc.);
Prepare office cash flow forecasts and funds transfer requests to the Head Office for the coordinator;
Accounting and logistics management of the office (manage mail, purchase office supplies, reserve rooms, contact partners, etc.);
Manage relationships with the various service providers (IT, various repairers, invoice payments, etc.);
Monitor Asmae's registration procedure regarding appropriate authorities and service providers (lawyer, translator, etc.) and if necessary, monitor the renewal of intervention authorizations within the country;
If necessary, manage claims, pay slips and payment of social and employer contributions to the appropriate authorities for the local personnel;
Monitor relations with appropriate authorities regarding the procedures involved in obtaining and renewing visas for expatriates;
Manage, in a timely manner, logistics regarding the arrival of journalists, or other persons commissioned by the Head Office (reserve accommodations, ...);
All other administrative and/or logistical tasks.
Accounting and administration management of projects involving partners:
Regularly assist the coordinator in monitoring the expenses of partners pertaining to specific projects (projects that involve joint financing);
Filing and archiving relevant documents;
Ensure understanding and application of administrative and accounting rules of all Asmae teams and partners;
Relate to the coordinator all information required for the proper functioning of the projects;
Assist in preparing partnership contracts;
Along with the coordinator, participate in undertaking the commitments made to institutional donors.

4. PROFILE
Education and Training
Degree in accounting or related field
Minimum one (1) year experience in administrative, logistic and/or financial management
Fluent in Arabic, both written and oral
Excellent knowledge of French or English, written and oral
Knowledge of the imposed rules of institutional donors
