SCOPE OF WORK: The Monitoring and Evaluation and Innovation Officer will be entrusted with the development of the Women’s Protection and Empowerment monitoring and evaluation system to track beneficiaries accessing psychosocial support and other activities at 5 Women and Girls’ Community Centers and 8 mobile locations. The M&E and Innovation officer will also support the establishment and roll out of the Child Protection Data Management, monitoring system and the use of technological tools at the IRC. Working within the Lebanon WPE and Child Protection Units and with IRC ICT Regional Coordinator, the candidate will digitalise tools used by program staff to provide more effective and efficient monitoring of the program. S/he will work with the WPE Coordinator, WPE M&E and Training Officer and the CP Street and Working children Manager, Child Protection Coordinator, ICT Regional Coordinator and ICT Officer to ensure standardisation and consistency between programs.
The candidate will be responsible for setting up the WPE and Child Protection Monitoring Systems in line with current data management tools (including the GBV IMS and CP IMS) and software and technology already used by other programs across IRC. In addition the candidate will be responsible for training field staff on the use of electronic data collection methods and data and trends analysis methods using installed technology. The candidate will work in close coordination with the ICT Regional Coordinator and the ICT Officer based in Lebanon in order to ensure that systems set up meet IRC program requirements.
DELIVERABLES
Set-up a data collection, management and reporting system to track beneficiaries attending psychosocial and other activities at WPE program locations
Support roll out of Child Protection data management and reporting system
Develop comprehensive project-specific monitoring electronic tools and digitalise existing forms to collect weekly and monthly quantitative and qualitative data.
Digitalize existing GBV and CP data collection systems for case management (GBV IMS and CP IMS) in line with IRC’s strategy in the region
Develop an automated system to compile collected data for monthly data and trends analysis and development of coding of new software.
Set up and train staff on using a bar code reading system as a beneficiaries tracking method.
Train and support IRC staff from WPE and CP teams on the data collection software and technology systems set up.
Conducts testing of all tools prior to their finalization and approval
Provides a final report to the IT, WPE and Child Protection Unit on system standardization and a system running and troubleshooting manual.
Provide support to the set up systems
REQUIREMENTS
Experience of working with ODK/Kobo Toolkit, RapidSMS, GIS, etc.
Demonstrated software development experience.
Interest in the nonprofit sector
Strong computer literacy, including proficiency in Microsoft Office 2007 and Microsoft Access.
Demonstrable writing and copy editing skills
Knowledge of basic HTML
Experience supporting custom-built internal applications serving users.
Excellent interpersonal skills; ability to effectively liaise with colleagues on all levels in a distributed, multicultural, detail-oriented environment
A sense of personal ownership of the applications, and the drive to keep customers well satisfied with the level of support they receive
Fast learner, creative problem solver
Ability to provide quality trainings for staff with little no technology experience.
A sense of humour
DESIRABLES
BA or equivalent academic experience as well as any technical certifications or programming languages
Familiarity with helpdesk ticketing systems
Familiarity with a variety of line-of-business applications, such as financial, HR, supply chain and grants management system

This position will be based in Beirut with travel to field locations across Lebanon (Bekaa, Akkar and Tripoli)
