Monitoring And Evaluation Consultant

SCOPE OF WORK:The M&E Consultant will develop the M&E framework including key performance indicators (KPI’s), monitoring and evaluation strategies, staff training protocols, data base design and data collection tool recommendations. Tools developed and indicators identified shall allow for the tracking of impact on beneficiaries, attendance of children, improved knowledge, improved social and emotional wellbeing. Position reports to: Education Coordinator Objectives for the Consultancy: Program log-frame and KPI’s in consultation with the Education Coordinator and the Senior Education Manager. Program M&E framework based off the log-frame and KPI’s, including targeting strategy. Minimal required questions for impact-focused baseline, mid-term and end-line surveying to meet reporting and KPI needs. Minimal required questions for process-focused monitoring. Analysis plans for baseline, mid-term, and end-line questionnaires as well as monitoring questionnaires. Staff training tools and recommendations, including field testing guidelines and survey manuals for developed questionnaires. Meet with other key Education programs organizations to develop recommendations on the sharing of data operating in the same geographical areas, in order to design synergies, avoid duplication and maximize outreach and coverage of affected populations’ needs Deliverables: Program log-frame M&E framework Targeting strategy for Impact and Process surveying Key performance indicators (KPI) and analysis plan Impact-focused baseline, mid-term, and end-line survey questions for KPI’s Process-focused monitoring questions for KPI’s Guidelines and protocols for staff training, including survey manuals for KPI-related questions Recommendations on staffing structure Recommendations on surveying and monitoring strategy Recommendations on sampling methodology Recommendations on electronic data collection, management, and analysis Recommendations on database design Requirements: Certification or specific training in Statistics and/or Data Management highly preferred Proficiency in the use of statistical methods for socio-economic research At least 5 years of relevant working experience in the area of M&E Demonstrated experience in developing assessment tools (e.g. questionnaires, focus group discussions) Demonstrated experience and knowledge in developing databases Demonstrated experience and capacity in conducting field-level data collection and data entry Demonstrated experience and knowledge in data analysis planning Previous experience in learning assessment/learning achievement (ASER, EGRA, etc) preferred INGO experience preferred Fluency in English required, written and oral; knowledge of Arabic preferred Travel and other requirements: The position will be based in Beirut, with regular travel required between the two governorates.
