Health Education Quality Control Officer - Beirut

The Health Education Quality Control Officer (HEQO) will be responsible to develop and refine existing guidelines and protocols, develop a core package of procedures and tools, and ensure the standardization of the health education activities across the country. The HEQO will work to guarantee and improve quality of health education activities provided by IMC health education staff. Additionally, the HEQO will develop and perform the use of monitoring and evaluation tools.    Place in the Organization The incumbent of this post is responsible to the Health Education Program Manager (HEPM) and under his supervision and the supervision of the Health Education Support and Specialist (HES), will develop procedure and policies. The HEPM and the HEQO will work closely together on matters of quality improvement of health education activities with the HES, the Health Education Officers and assistant providing direct coaching and mentoring of the IMC’s clinic based community health educators (CHEs) and outreach CHEs and workers.   Functions and responsibilities With guidance from the HEPM and in collaboration with the HES, the HEQO will support the process of reviewing existing guidelines to assure standardized quality HE interventions across all regions. The Quality Officer will need to conduct weekly visits to the regions and work with the Health Education Officers, Community Health Educators and Community Health Workers of each region as well as with the HE Program Assistance. Work closely with IMC’s health education field teams to build capacity and ensure consistency across all sites. Gather and assess information about the implementation of HE interventions on the ground per region. Review compliance of existing HE guidelines on the ground, including health screening, nutrition assessment, environmental risk assessment, planning, distribution and reporting of supplies, planning, implementation and reporting of HE sessions amongst others. Develop and refine HE guidelines and protocols as requested by HE department. Conduct training of HEOs, CHEs, CHWs on best practices and ensure compliance. Inform HE department about the root causes for the difficulties encountered in the field regarding compliance and adherence to standards and formulate action plans on how to address them. Be knowledgeable about IMC’s policies and procedures (financial, security, etc) and ensure field alignment with HE interventions Evaluate data that is being sent by the field (different assessments) and conceptualize and implement and improved system that captures the scope of interventions and can be used as the basis for improved programming. Perform ongoing follow-up on the quality of the implementation to ensure consistent improvement of health education activity.. Oversee the accuracy of the statistic reporting being provided by each region and provide specific on the job training when needed. Conduct other duties as requested by line manager. Adhere to all of IMC’s policies and procedures, including Code of Conduct and SOPs.
