ROLE PURPOSE:
The Project Manager Community-Based Education (CBE) will be responsible for the community-based education (CBE) interventions within Save the Children’s Education in Emergency programme in Akkar. Responsibilities include participation in technical assessments, collection of education data, implementation, monitoring, documentation and reporting of the project, as well as supervision of the CBE team, contributing to the overall Education programme, its appropriateness and quality. As CBE interventions are part of the larger Education in Emergency programme in Akkar, which is integrated within a multi-sectorial response along with NFI, Food Security, Shelter, Health and Nutrition and Child Protection, the Project Manager CBE will link closely with the Education Programme Manager (Akkar) and other respective sectors to ensure maximum possible integration of the project activities.
KEY AREAS OF ACCOUNTABILITY:
Under the general guidance of the Education Programme Manager (Akkar), the Project Manager (CBE)’s responsibilities are:
To oversee and guide the implementation of the community-based education activities in area of implementation;
In conjunction with the Education Technical Advisor (Beirut), to plan and lead the CBE team on assessments in the field to ensure the quality of the Education response in accordance with international standards and country strategy;
To ensure quality and timely implementation of community-based education activities in the field by regularly updating the Area Manager, Deputy Area Manager, Technical Advisors, the Education Programme Manager (Akkar) and operations on the Education situation as well as the progress of Save the Children’s response;
Proposals: in collaboration with the Area Manager/Deputy Area Managers, the Education Programme Manager(Akkar) and field Education staff, to support the technical development of Education related concept papers and proposals at field level, ensuring that field gap analysis is inputting into development of concept papers and proposals;
Reporting: to produce Education situation reports, utilised to ensure education activities in community-based settings are responding to main needs;
Reporting: working with the Education Technical Advisor to ensure on time inputs into donor reports and contribute with case studies and stories from field level;
Monitoring, evaluation, accountability and learning (MEAL): in collaboration with MEAL team, ensure monitoring and evaluation plans are well understood by field team and data collected in a timely manner, putting in place feedback mechanisms to track progress, ensuring high quality on-going M&E and accountability to beneficiaries in all community-based education activities;
Capacity building / technical support: in collaboration with the Education Technical Advisor and the Education Programme Manager (Akkar), to provide capacity building and technical support to Education staff, partners and government authorities as required. Ensure on the job training of teachers in supported community-based education localities;
Human Resources: work with and support human resources in the process of recruiting Education staff for positions related to community-based education;
Coordination: At field level, to coordinate actions closely with the Education Programme Manager (Akkar) who is in charge of all education components. Represent Save the Children in Education coordination and technical working group meetings, and other relevant forums, as agreed with the Education Programme Manager. To meet regularly and liaise closely with relevant authorities and organisations working in the field of Education;
Integration: to strengthen and maintain the links within the Education sector and team, and with Education and other sectors, ensuring the exchange of experiences and that joined up working in communities is actively promoted and take an active role in integrating emergency responses including assessments and project design;
To liaise with finance, logistics, and administration to guarantee the smooth running of community-based education activities. Hold full budget holder responsibilities for community-based education programmes and assist Area Manager and Deputy Area Managers with the review of BvAs;
Policy / Advocacy: Be aware of SCI policy and advocacy issues; report if there are any education issues at field level that require advocacy, e.g. user fees;
Save the Children: To comply with Save the Children health, safety and security procedures; child safeguarding policy; code of conduct and other relevant policies
QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES
Degree in related field.
Previous 3 years of working with an (I)NGO in emergency education. Prior experience with community-based education an asset.
Experience of staff training and capacity building of organisational staff and partner staff (MoE).
Flexible, adaptable, ability to improvise.
Results orientated.
Familiarity with SPHERE standards guidelines and other humanitarian standards (INEE).
Ideally fluency in written and spoken Arabic.
Strength in interpersonal communication and presentation skills.
Familiarity with the Syrian response in Lebanon is an asset.
