Area Finance Officer

I. Financial management for the areas’ budgets a. Perform regular spot checks for the zonal office(s) financial information and other documentation and ensure corrective actions are taken in case of non-compliance. b. Review monthly input in SUN systems of zonal office(s) vouchers & ensure all coding is correct & that they comply with the MEER coding & business rules, including the zonal office(s) annual program & project budgets. c. Work with the area accountants and the area managers to prepare variance analysis of all the areas’ financial reports. d. Review the area Offices Cash request and forward this on to the Finance Reporting Officer for consolidation. II. Financial reporting a. Review the bank and cash reconciliations of the zonal offices and ensure that these are reconciled to SUN systems on monthly basis. b. Review Core Reports and LEAP logframe reports for accuracy ensuring their compliance to the IA209. c. Perform and analyse financial summaries and reports for review by the area managers, finance manager, and other managers within the organization as needed. III. Training and capacity building a. Identify and provide financial training, capacity building & mentoring to the area accountants and the field support accountant. b. Provide basic financial training to the area non-finance staff. c. Effectively manage the performance of direct reports ensuring performance agreements, regular performance reviews, and annual appraisal are done. Ensure optimization of subordinates’ potentials through coaching, on-the-job training, and capacity building. IV. Audit requirements a. Work closely with the Internal Auditor and follow-up on any audit findings ensuring that these findings are properly addressed. b. Assist the area office(s) in any pre-audit preparations, both internally & externally. V. Assets & supplies Management Verify the actual existence of the assets & inventories listed in the assets list & supplies lists. VI- HEA responsibilities Be aware of the emergency procedures in a response and ensure that necessary preparedness measures have been implemented VII. Personal development and other tasks 1. Perform other related tasks as assigned by the team leader 2. Attend and participate in local and international capacity building events as required 3. Attend and participate in staff spiritual nurture events and other organizational events Safety and Security responsibilities: 1. Responsible of own security and actively contribute to a positive security culture 2. Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager Knowledge & Skills: • Good command of English and Arabic , oral and Written • Ability to organize and present financial information according to Gaap (generally accepted accounting principles) • Good communication skills • Knowledge of computer systems and accounting software • Ability to work under pressure within tight deadlines • Good time management skills • Critical Analysis Skills Essential • Good management and administrative skills Knowledge in writing project’s budget Preferred
