Education Finance Monitor (Qobayat)

ROLE PURPOSE: As a member of the Education in Emergencies team, the Education Finance Monitor will be part of implementing the Education in Emergencies programme (particularly the Back-to-School programme) under the supervision of the Education Coordinator and with guidance from the Finance Department. An essential component of this programme is regular and accurate financial data collection of the education activities supported by Save the Children in Lebanese public schools, respecting SC Lebanon, MEHE and donor procedures.    Programme Implementation Support Monitor second shift school expenditures to make sure they are within the agreed budget and respect the financial and procurement guidelines of the Ministry of Education and Higher Education (MEHE), in accordance with Standard Operating Procedures and the Memorandum of Understanding. Provide technical support to school directors in managing financial/administrative aspects of second shifts if required. Collect and document complete and accurate information for all financial transactions and expenditures in second shift schools. Develop timely and accurate financial reports about second shift schools/ALP centres. Prepare and provide detailed cost analysis of second shift schools. Work with school directors to make sure that all time sheets and invoices related to transportation are properly and timely prepared and collected. Monitor partner budgets/expenditures and provide technical support in managing financial/administrative aspects when needed. Inform the direct supervisor about any difficulty met in the activities’ implementation. Secure collected information by completing data base backups. Maintain operations by following policies and procedures, reporting needed changes. Maintain beneficiaries’ confidence and protect operations by keeping information confidential. Support the Education Coordinator in developing a systematic approach for financial data collection, based on SCI, donor requirements and MEHE financial procedures. Ensure a strict adherence to the principles of Child Protection at all times, including respect for confidentiality and a child-centred approach and to act in the best interests of the child.   Monitoring and Evaluation Support the production of timely reports for internal use on the activities in each site/school, highlighting challenges, best practices and lessons learnt. Under the supervision of the Education Programme Manager/Coordinator and in coordination with the MEAL Officer, develop financial MEAL tools and reporting mechanism. Visit programme sites on a weekly basis to ensure that education team members, implementing partners and school directors are appropriately supported in their financial data collection efforts.   Adhere to Save the Children policies and procedures Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures. In agreement with your line manager, perform other duties within reason (in line with your skills and experience).     QUALIFICATIONS AND EXPERIENCE Minimum one year of work experience, preferably in a financial position in an (I)NGO environment. Excellent computer skills (especially excel and other data entry programmes) and willingness to keep up-to-date with the latest ICT developments. Bachelor’s degree in Finance, Accounting, Business Administration or any relevant field. A demonstrated understanding of/interest in national development/humanitarian issues, in particular in relation to children and education. Strong interpersonal, communication and presentation skills. Fluency in written and spoken Arabic, good written and spoken English. French language skills are an asset. Flexibility and willingness to change work practices and hours and capability to work in insecure volatile environment. Commitment  to  and  understanding  of  Save  the  Children’s  aims,  values  and principles  including rights-based approaches. Familiarity with Akkar region an asset.
