CARE is implementing a regional response to the Syrian Crisis to meet the immediate and most urgent needs of the women, men, boys and girls who have fled Syria. CARE is very well established in the region and set up an office in Jordan as early as 1948. CARE International in Lebanon (CIL) is supporting refugees as well as local communities through WASH, NFIs and Cash assistance activities in the North and Mount Lebanon Governorates.
The Cash Transfer Programme Manager (CTPM) will be based in the Beirut office but will support CARE’s field offices in Mount Lebanon and Tripoli. Furthermore, the CTPM will be in contact with other CARE members, especially at the regional level to coordinate the response, harmonize and share tools as well as lessons learnt.

General responsibilities
The Cash Transfer Program Coordinator (CTPC) will be responsible for the overall implementation of the Cash Transfer Programme (CTP) in CARE’s areas of intervention in Lebanon, while following up closely the evolution and strategy developments related to the overall CTP in Lebanon and liaising with CARE’s partner(s) for a coordinated implementation of the cash programme
Main Task Description:
Planning and Implementation of the Cash Transfer Program
Ensure the implementation of the Unconditional Transfer Program in CARE’s areas of intervention according to the National strategy and the timeframe developed.
Ensure the planning of safe delivery and distribution of cash to beneficiaries. This includes adherence to standard operating procedures (SOP), safety and security measures and training staff on SOP and safety and security measures.
In close coordination with the Area Managers, prepare, keep updated and monitor an implementation workplan of the cash transfer programme, according to the overall programme timeframe.
Set a clear planning of the ATM card management and ensure an accurate follow-up with the Finance Department.
Ensure that the project action plan is reviewed periodically based on the feedback from the ongoing monitoring of the project and the complaints received from beneficiaries that are directly related to the Cash Transfer Programme, in close coordination with the Monitoring, Evaluation, Accountability and Learning Unit (MEAL).
Liaise with the Support Department at CIL (finance, logistics, admin) to identify and plan the support needed from this department to the programme implementation.
In collaboration with the Area Managers, the CTPM will ensure all the means are deployed to ensure an efficient external referral of the beneficiaries (link with other stakeholders working in the region, data-sharing agreements…)
Follow-up, together with the field teams, the identification and selection of beneficiaries of the cash transfer programme.
Responsible for all the aspects related to the loading requests of ATM cards of the beneficiaries of cash assistance, based on information from the field offices, and according to the agreed SOPs for the cash transfer programme.
Responsible for managing and keeping track of the ATM cards distributed and returned.
Set-up with theFinance department the payment schedule to the Bank (or loading service provider) related to the ATM cards loadings and associated fees.
In cooperation with the Finance Department, liaise with the Bank (or loading service provider) for any issues related to the loading of the ATM cards, requests of documentation related to the loadings, and troubleshooting related to the loadings and the ATM cards (like block, stolen, lost or swallowed ATM cards).
Conduct regular visits to the cash programme implementation areas and field bases and support the field staff with the identification and solution of technical issues.
Coordinate with CARE’s partner (s) in the implementation of the unconditional cash programme.
In close collaboration with the MEAL department, ensure that the project has a clear monitoring framework and progress is effectively monitored through the regular collection and analysis of key indicators, and ensure that processes and results related to the CTP are properly documented.
Budget planning & Management
In collaboration with the Finance Department ensure programe budget action plan prepared at the beginning of the project clearly reflects the activity plan of the project in terms of program staffing and budget.
Oversee project expenditure and hold budget management responsibility for the programme part of the project, including monitoring budget vs expenditure (expenditures information coming from Finance Department), ensuring that costs are allocated correctly and expenditure is happening in line with the plan and agreement with the donor;
Reporting and Information Management
Compile information and documents on the overall cash transfer programming in Lebanon and circulate it among the relevant staff at CIL.
Consolidate monthly reports with information from the Bank (or loading service provider) and CIL database.
Draft the requested reports on CIL’s Cash Transfer Programme (internal reports, donors, etc).
Input into the development of future cash transfer programme proposals for funding and carry out needs assessment and suggest programs locally in line with the country strategy plan.
Representation
In close collaboration with the Deputy Country Director Programme and the Area Managers, the CTPM will ensure CIL’s representation in the sectorial national and local coordination meetings on Cash (in particular the Cash Working Group), and all relevant cash sector related meetings among the humanitarian actors in Lebanon.
The above list is a non-exhaustive one, and the CTPM may be asked to do other tasks within the framework on this position upon the request of the Deputy Country Director Programme.
Candidate’s profile and requirements:
At least one year of experience in the design, implementation and follow-up of cash transfer programmes in a humanitarian context.
Relevant experience in humanitarian contexts, preferably in emergency. Humanitarian experience in the Middle East (and Lebanon in particular) is preferred.
At least one year experience in grant management with NGOs.
Very good communication and reporting skills.
Proven ability to analyse high quantity of data, including financial and banking information.
Fluency in English (spoken and written) required and Arabic.
Proficient in the use of Microsoft Office package.
Ability to work under pressure with tight deadlines.
Strong interpersonal and intercultural skills.
Strong ability to work as part of a team.
