Medical Consultant - Tripoli

Summary and Background: The Medical Consultant (MC) will be in charge of supervising the supported primary health care centers providing health services to beneficiaries in the area to which s/he is assigned. The MC will oversee all PHC components implemented according to the agreed standards in addition to coordinating with the other porgramme staff and the community.   Place in the Organization The incumbent of this post is responsible to the Area Manager in the assigned Area and under the technical supervision of the Senior Medical Consultant.   Functions and responsibilities In accordance with the IMC policy and procedures and in close collaboration with Medical Director, Senior Medical Consultant and Public Health Officer, the incumbent assumes functions related to assessment, planning, coordination and monitoring of health activities in the assigned Area. In particular, the incumbent:   Supports Out-Patient services: Monitors the quality of health services at health clinics, identifies gaps and problems and suggests solutions in collaboration with the Health Officers and PHC facility staff;   Follows-up on implementation of all PHC components at the PHC facilities and in the community; including RH, Child health, nutrition, Communicable and non-communicable disease control, etc   Interprets technical and operational guidelines to the Health Facility staff in relation to specific circumstances in the assigned Area   Approves the requests for diagnostic tests ordered by the PHC facility physicians   Supports Community Health Activities   Assists in the formation of the Community Advisory Group and follows up on its functionality Attends the health staff meetings and provides initiatives for coordination within the IMC Area team and the implementing partners   Liaises and maintains contacts with other IMC health staff, the respective NGOs, the MoPH and MoSA, community leaders, governmental and municipal organizations and other bodies to enhance cross-functional response to the health needs.   Provides advice and support on the human resources development aspects of IMC Area health staff and staff at the supported facilities, including in-services training
