Senior Shelter/ Engineer Officer (Tripoli )

Save the Children currently implements programs in Child Protection, Education, CRC, Health and Nutrition, Food Security & Livelihood, Shelter, and Emergency Response throughout Lebanon. Save the Children is seeking qualified candidates to fulfill the following positions, for its Lebanon Country Office, in the following locations Beirut, Tripoli, Akkar and Bekaa:   ROLE PURPOSE: Save the Children Lebanon is implementing a large and varied Shelter and NFI program to meet the needs described above. The role is required in order to manage day-to-day field-level activities. The Shelter Officer will manage a small team and will be expected to represent Save the Children. The Shelter Officer will be expected to spend approximately 60% of their time in the field working alongside the Shelter Technicians and Community Mobilisers. It is anticipated that this role will be needed for a minimum of 12 months. There is a strong likelihood that it will be extended depending on performance and pipeline funding. The contract length is dependent upon funding SCOPE OF ROLE: Reports to: Direct line management by Shelter Coordinator (who in turn is managed by the Shelter Manager and Field Management) Line Management Responsibility: Direct line management of 6-8 employees, consisting of a combination of Community Mobilisers, Shelter Technical Assistants. Budget responsibility: NoneKEY AREAS OF ACCOUNTABILITY: Program management: Line management responsibility for a small field-based team Supervise assessments and beneficiary identification. Liaise with refugees communities and ensure adequate information, communication, sensitization, mobilization, feedback collection Plan, prepare and oversee the field-based implementation and ensure quality programming. Ensure appropriate tools and procedures are used for assessment, implementation, monitoring and evaluation Be ready to respond to enquiries, needs and challenges that arise that are related directly or indirectly to their field of work; Provide regular reports, as required by management. Coordination and integration Build and maintain relationships with community leaders Ensure good communication with field teams from other SC Lebanon programs. Ensure other field teams are aware of plans and activities Maintain good working relationships and communication with representatives of other NGO’s. Support the Shelter Coordinator at coordination meetings, as required. Human resources and capacity building Supervise and coach junior team members. Deliver simple technical trainings and provide one-on-one mentoring where appropriate Identify capacity building requirements for the Shelter Team members, in collaboration with management, Technical Support: Maintain technical quality in delivery by field teams Conduct quality control checks of materials and workmanship Provide technical support to other sectors, as required by management Support other programmes with in light rehabilitation / light construction in schools and medical clinics. General Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures. Contribute to the development of case studies for the purpose of reporting, advocacy and media efforts. The position holder may be expected to support Shelter and NFI distribution related activities elsewhere in Lebanon.
