SNAP Analysis and Assessment Officer - Lebanon
Background/Context
The Syria Needs Analysis Project (SNAP) is a partnership by ACAPS and MapAction aimed at strengthening the shared situational analysis of humanitarian responders by providing an independent analysis of the humanitarian situation of those affected by the Syrian crisis. To achieve this, SNAP publishes monthly Regional Analysis for Syria (RAS) with information on the humanitarian needs deriving from the Syrian crisis, scenarios outlining how the situation might evolve, as well as thematic reports on specific subjects, including on different affected groups, to meet key information needs identified by humanitarian stakeholders. The information in these reports is primarily based on secondary data.
In addition, SNAP provides technical assistance to the humanitarian community with Joint Rapid Assessments, such as the three assessments undertaken in Northern Syria in February and May 2013 (J-RANS I and J-RANS II) and November 2013 (SINA).
Duration of the SNAP Project: 37 months (December 2012 – December 2015) subject to funding
Duration of the position: as soon as possible until 31 December 2014 with possible extension
Purpose of the position
The Analysis and Assessment Officer works under the supervision of the SNAP Team Leader based in Beirut and provides support to information analysis and coordinated assessments.
Tasks and Responsibilities
Role description and responsibilities:
The SNAP Analysis and Assessment Officer will:
Support the SNAP Analyst in Beirut in the collection, collation, analysis and reporting of information on the Syrian crisis to support the core SNAP products (Regional Analysis; Thematic reports and Scenarios) with specific responsibility for information collection from Arabic-speaking sources. . In addition to analysis of Arabic information sources, this responsibility entails significant outreach to local and Syrian organisations.
Liaise with SNAP’s other Analysis and Assessment Officers to build a network of key informants within Syria to facilitate the compilation of an accurate humanitarian picture in Syria.
Work closely with NGOs and other humanitarian actors to promote information sharing and joint analysis.
Provide support to assessment initiatives in Syria and refugee-hosting countries by supporting the development of methodology; design of assessment questionnaires; facilitating and delivering training; providing secondary data analysis, coordinating/overseeing data collection, enumerator debriefing and data cleaning and leading the analysis and reporting process as required.
Work closely with assessment and IM experts from other organisations (such as those from OCHA and ACTED – REACH / IMPACT) to maximise the efficient use of resources and coordination.
Provide technical assessment advice to stakeholders involved in providing assistance to the population affected by the conflict.
Maintain contact with the ACAPS Geneva technical team.
Travel within Beirut and the region upon request of the SNAP Team Leader.
Requirements and Qualifications
Formal education and background
Desirable:
Relevant university degree or higher education, preferably in humanitarian action, management, social sciences, international relations or international development.
Experience
Essential:
Minimum of 2-3 years experience in a humanitarian setting, preferably within the UN/NGO system.
An understanding of current humanitarian assessment practice
Proven ability to deliver against targets and meeting deadlines within a short timeframe
Strong communications skills, both written and oral, and strong inter-personal skills
Knowledge of qualitative and quantitative research methods
Proven ability to work as part of a team under pressure with limited and remote supervision and support
Desirable:
Proven skills in assessment methodology design and questionnaire design
Proven skills in analysis and data visualisation
Experience in working with secondary data analysis/desk reviews. Knowledge of the institutional mandates of the IASC agencies and familiarity with the workings of the IASC Needs Assessment Taskforce tools and guidance.
Experience in enumerator training
Experience in primary data collection techniques (KIIs, HH level surveys, etc.)
Previous experience working for humanitarian organisations in Syria or the region
Knowledge and skills
Essential:
Excellent computer skills (Windows, Excel spreadsheets, word-processing).
Fluent written and spoken English
Fluent written and spoken Arabic
Desirable:
Extensive knowledge of the political and humanitarian situation in the region
Knowledge of mapping and design software (ArcGIS, Tableau, SmartDraw etc.)

Reporting line
The Analysis and Assessment Officer reports to the SNAP Team Leader in Beirut although day-to-day management will be by the SNAP Analyst in Beirut.
