Field Officer - North, Education-Focused North, And Education-Focused Beqaa

The Lebanon Civic Support Initiative (LCSI) project is currently looking to hire for multiple field officer positions - one field officer focused on Northern Lebanon (including Tripoli and Akkar), one education-focused field officer for Northern Lebanon, and one education-focused field officer for the Beqaa.   Principal Position Objectives, Basic Functions, Critical Tasks: The Lebanon Civic Support Initiative (LCSI) project is funded by the US Agency for International Development’s (USAID) Office of Transition Initiatives (OTI) and is implemented through a contract with Chemonics International. The project issues cash and in-kind grants to a variety of institutions, including international and Lebanese NGOs, community based organizations, governmental entities, and/or informal groups to implement project activities. The project's two objectives are to: 1) Promote youth activism in marginalized areas by encouraging leadership, critical thinking, and advocacy; and 2) Mitigate tensions in conflict-prone areas through reconciliation work, collective memory activities, and dialogue on key national or community-level issues. The Field Officer will play a critical role in monitoring grant implementation and assisting in grant development. Specific Duties, Responsibilities, and Accountabilities The Field Officer will: Monitor ongoing grants, which may include: attending activity events, gathering information request by LCSI staff in Beirut, writing updates and reports on grant impact and progress, attend coordination meetings for grant activities; In coordination with the Project Development Specialist and Grant Specialist, assist with processing grantee paperwork; Monitor to ensure that grant implementation adheres to grantee concept and timeline; Assist with capacity training of grantee, from effective budget management to project management; Ensure that grantees’ monthly and final reports are submitted in a timely fashion and are satisfactory in content; Facilitate communication between LCSI staff  and grantees; Assist with any ad hoc procurement logistics and coordination needs that may arise; Proactively identify and conceptualize new potential activities that are appropriate to respond to the current Lebanese political situation and LCSI’s established program goals. In coordination with the PDS, work with potential grantees to design or refine grant concepts and proposed activities; Provide technical assistance to potential grantees as required, during the grants preparation stage, including grant application and grant budget preparation;  Organize regional meetings with grantees, focus groups, community leaders and members. Support the formation of community committees representative of the range of stakeholders in the community. Report on relevant community or regional meetings, possibly with translation of relevant documents; Together with PDS, prepare monthly work plans defining field officer’s responsibilities and goals for each month. Qualifications: The candidate must be a resident and thoroughly familiar with the region assigned (either Northern Lebanon or the Beqaa), including on a political, social, and cultural basis. For the education-focused field officer positions, the candidate must have a thorough understanding of education-related issues and challenges in the region assigned. Candidate must be able travel throughout the region assigned and have access to a vehicle. Native fluency in Arabic and professional functionality in English. Prior experience working in education, with NGOs and/or local communities and/or youth groups preferred. Prior experience with writing and reporting preferred. Politically savvy to work within local community. Preferably a university graduate or graduating this summer. Good English writing skills.
