CARE is implementing a regional response to the Syrian Crisis to meet the immediate and most urgent needs of the women, men, boys and girls who have fled Syria. CARE is very well established in the region and set up an office in Jordan as early as 1948. CARE International in Lebanon (CIL) is supporting refugees as well as local communities through WASH, NFIs and Cash assistance activities in the North and Mount Lebanon Governorates. The HR/Admin Officer will be based in the Beirut office but will support CARE’s field offices in Mount Lebanon and Tripoli. Furthermore, the HR/Admin Officer will be in contact with other CARE members, especially at the regional level to coordinate the response, harmonize and share tools as well as lessons learnt.   Position Summary: CARE Lebanon is seeking qualified HR and administration officer for its Lebanon Country Office, in Beirut. She/he will be responsible for the preparation, planning and implementation of all HR and administration aspects for the various emergency response operation of CARE- Lebanon in response to the Syrian crisis implemented in Lebanon. 1.         Human Resources systems Develop, Review and or update human resource and administrative policies and procedures (compliant with CARE systems) and ensure they are effective, efficient, fair and transparent, and promote equal opportunities. Ensure policies are compliant with the Care International Code and the Lebanese Law Develop, Review and or Update human resource policies and procedures for recruitment and management of national staff (terms & conditions of employment, grades, steps & positions, salary structure, benefits, disciplinary procedures, termination). Ensure compliance with local labor laws and coordination with local counterpart Conduct regular field travel to project offices to review human resources and administrative procedures and assist/ support managers in their needs or ascertain human resource requirements. Appropriately support all emergency personnel as required. Ensure CARE is dully following Lebanese law and regulations  2.         Recruitment and staffing Assess staffing needs as required. Identify and recruit new and replacement staff including scheduling of contract extensions, new contracts, and necessary terminations. Lead interviews with CARE line managers Prepare job descriptions, terms of reference and submission of personnel requisitions in coordination with Line Managers/Supervisors. Maintain Human Resources Management (HRM) files Prepare regular recruitment tracking reports Ensure pertinent organigrams, contact lists, and information flow lines are constantly updated and widely shared. 3.                   Staff development, well being etc Assess training and development needs of staff and provide appropriate induction and orientation, training, supervision and support as required. Ensure all staff, international and national, always have adequate access to HR/Administrative policies and procedures. Ensure regular appraisal processes are in place Monitor and uphold staff conduct and discipline and organize regular performance evaluations of all staff. Ensure that exit interviews/ debriefs are prepared at the end of service. Ensure staff have time to relax, and have fun to manage their stress  in a safe and comfortable environment Ensure staff have access to health care   4.     Administration Ensure suitable offices are found, contracted etc to support operations Ensure office premises, accommodation and compound are managed, maintained and meet assessed required security standards. Liaise with fleet manager/logistician to ensure suitable planning of vehicles, vehicles are insured and maintained. Assist with translation of documents from Arabic to English and vice versa. Under supervision of the country representative, representation of CARE Lebanon towards local authorities  in the respect of the organization image and principles;   QUALIFICATIONS A degree in Administration, HR or relevant field of study, or equivalent experience. Minimum 5 years’ experience in administrative or operational support functions with an international organization in Lebanon or with the private sector. Demonstrated attention to details, ability to follow procedures, meet deadlines and work independently and cooperatively with team members. Strong organization and management skills Strong knowledge of Lebanese law and regulations (NSSF, Income Tax etc) Strong knowledge of employee benefits (allowances, health insurance etc) Problem analyzing and solving, decision making skills, considering available options and concentrating on results. Computer literate with a high degree of proficiency and productivity.
