Wash Officer (Zahle)

CARE is implementing a regional response to the Syrian Crisis to meet the immediate and most urgent needs of the women, men, boys and girls who have fled Syria. CARE is very well established in the region and set up an office in Jordan as early as 1948. CARE International in Lebanon (CIL) is supporting refugees as well as local communities through WASH, NFIs and Cash assistance activities in the North and Mount Lebanon Governorates. The WASH Officer will be based in the Beirut office but will support CARE’s field offices in Mount Lebanon and Tripoli. Furthermore, the WASH Officer will be in contact with other CARE members, especially at the regional level to coordinate the response, harmonize and share tools as well as lessons learnt.   Conduct baseline survey at municipality and household levels, and assist in design of project activities in line with agreed work plan. Plan and supervise community assessments at municipality and household levels, monitor water supplies and sanitation in the affected area and recommend interventions to respond to the needs and vulnerabilities of the population. Ensure community mobilisation, and facilitate community-based project activities through regular interaction with women and community members, including providing training, guidance and support to ensure that the facilities provided will be fully utilised and maintained. Take steps to ensure that the programme benefits the poorest and most vulnerable. Supervise and train Project Assistants, Foremen. Prepare technical designs and specifications, Bill of Quantities for supply, and description of works for water supply and sanitation facilities in selected collective centres and sub-standards shelters hosting refugees, and for public infrastructures at municipality level. Assist in procurement of materials, supplies and maintenance of project equipment and repair. Liaise with other sectors of CARE, authorities and departmental officials regarding the project activities as necessary. Assist supervisor in preparing work plan and budget estimation. Responsibility for distribution of Water and Sanitation related materials for assigned project activities. Keep records of activities, and report regularly and as requested on programme progress. Supervise Project Assistant and/or foremen to facilitate and collaborate with community in renovation and construction of water supply and sanitation facilities and to promote in public health hygiene behaviours. Support the field in carrying out selection, design, and construction/rehabilitation of appropriate water and sanitation systems including: water treatment, excreta disposal, solid waste management, construction of WatSan facilities and distribution of non-food items (NFI). Integrate public health concepts into water, sanitation and hygiene activities and ensure close collaboration with health and other sectors, including hygiene promotion and community mobilization. Develop the capacity of partner organisations in undertaking water, sanitation technical and engineering related activities. In collaboration with the logistics and finance departments, ensure that materials, supplies and financial resources are available in the field for programme activities as needed. Perform site supervision and inspection of the work done by the project at household level, and by municipalities for the public infrastructure for which they will receive grants. Ensure integration of SPHERE guidelines (key indicators, code of conduct and accountability standards) into programming. Any other duties and tasks assigned by supervisor.
