1) Stakeholder management: Assistance in defining and managing relationships with key stakeholders.A. Under the direct supervision of the Assistant Livelihood Officer, who reports to the Community DevelopmentOfficer, consult on a regular basis with DPSM crafts project manager for updates and guidance in relation toproject developments.B. Identifying PoCs (individuals, groups, cooperatives), including affected Lebanese, equipped with transferable skills,specifically in craftsmanship and artisanal work. Working closely with field offices to contact artisan refugees,assessing their skills and matching them with available projects.C. Managing on-going projects with Lebanese designers, including ensuring that design specifications are being met;work is being produced in a timely fashion.D. Help refugees determine pricing for those items being produced for the market keeping in mind raw materials,wages and overhead costs, as well as market prices; negotiate these prices with designers.E. As export markets are defined, fulfill administrative tasks of collating products are ensuring handover to exportentity in a timely fashion.
2) Facilitation of Legal aspectsA. Ensure that refugees work conditions and payments, at minimum, conform to legal standards.B. Work with lawyer to determine, and cover administrative tasks involving:I. Import and export duties and requirementsII. Look into which materials require special additional legal handling (for Europe and US market, for example, the wood and the mother of pearl need certificates of origin, etc);III. Work permits/legal requirements for refugees to work.3) Training managementC. As project grows, define necessary training programs for refugees, in coordination with relevant actors/partnersD. Define the needs to implement trainingE. Manage training with implementing partners.4) Monitoring & Evaluation, and DocumentationF. Process Monitoring: Document timeline and main issues that arise on a monthly basis, to examine and adjust activities according to lesson learned.G. Process Monitoring: A 10-page paper at tend of consultancy succinctly examining lessons learned over the course of project, as well as recommendationsH. Results Monitoring: On monthly basis, a report detailing, by indicators the project outputs and progress made towards expected results. The consultant will define specific and measurable output / results indicators. E.g. Output indicators (activity-based, e.g. relating to # trainings, legal processes facilitated), and results-based e.g. % income increase, total revenues generated (for Lebanese economy). Comparison to how refugees benefit from targeted aid from UNHCR in monetary terms. Monitor also impact on LebaneseI. Two months before end of consultancy, an overall Impact assessment, using the results indicators above, at minimum, and qualifying and quantifying the overall impact of the project on both communities.
