Finance Officer - Operations

  OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering In Lebanon, Oxfam office is a managing office of a regional gender equality programme that covers: Lebanon, Jordan, OPT, Egypt, Iraq, Tunisia and Morocco. All projects are implemented through partners who hold the largest share of the funding. Our purpose is to promote Gender Equality in the Middle East. In doing so, we are guided by our partnership policy that enforces mutual respect and accountability between Oxfam and partners.   TEAM PURPOSE: Poor and marginalized women in ME are able to demand equal rights  in the social, economic and political spheres and to voice their rights to be protected from violence and any forms of discrimination. To ensure effective financial management and reporting within Lebanon gender equality programme.  JOB PURPOSE: To be responsible and accountable for the day-to-day operation related to a defined accounting area. Key Responsibilities:  Perform Bank and cash payments, record transactions in the General Ledger and Operating cashbooks. Revise and audit all the payments assuring they include all supporting documents: invoices, receipts, proof of payment, procurement docs, and contracts, etc... This will require seeking appropriate authorisation and insuring that all supporting documents are presented Upload monthly accounts to Accounting software PeopleSoft (PS). Produce and print the inquiry reports from PS. Responsible for the balance sheet accounts: Accruals, prepayments, creditors and debtors’ accounts. Performs the reconciliation of the following:    - Bank Statements - Inter Office Accounts  - Country Office Accounts      7. Monthly payroll preparation for national staff.      8. Preparation and reporting the income tax, social security contribution in line with Lebanese Legislation      9. Prepare information required by auditors.      10. Assist the FM in preparing the yearly council budgets.      11. Any other responsibility or task that may be assigned by your line manager.

QUALIFICATIONS and Experiences
• University degree in finance and/or accounting
• At least 3 years of experience in accounting with national or international NGO
