UNITED NATIONS RELIEF AND WORKS AGENCY FOR PALESTINE REFUGEES IN THE NEAR EAST – UNRWA   UNRWA is the United Nations agency responsible for the protection, care and human development of a population of some 4.6 million Palestine refugees living in the Gaza Strip, the West Bank, Jordan, Lebanon, and the Syrian Arab Republic. Protection and Coordination Officer   Location Lebanon Field Office Type of Appointment Contractor Deadline for Application 10 April 2014 Vacancy Announcement Number 978/2014 Department/Division Office of the Director - Protection Unit    MAIN RESPONSIBILITIES In accordance with established Agency policy and procedures, the Protection and coordination Officer will: (A)     Track and coordinate the field activities of Protection Unit Staff to ensure adequate coverage of Lebanon field by teams and timely flow of information from the field to Lebanon Field Office (LFO); (B)     Collate and analyze reports of protection concerns of Palestine Refugees from Syria (PRS) from the field to identify trends and coordinate with Field Protection Officer the development of appropriate responses; (C)     Ensure coherence in dissemination and communication of response and track implementation across all areas; (D)     Monitor the provision of UNRWA services to PRS and follow up internally on cases where service provision has been lacking; (E)     In coordination with the Emergency Coordination Officer, identify stakeholders and partners for referral mechanisms and establish and reinforce referral pathways (including SOPs) to meet both protection concerns and service provision; (F)      Represent UNRWA in interagency protection meetings, liaising with relevant stakeholders to map service provision and protection responses, identify gaps in service provision and protection response and design responses and referrals; (G)     Communicate to external stakeholders information on assistance provision etc.; (H)     Monitor case management of serious protection cases; (I)        Acting as key liaison between Emergency Coordinator Officer and FPO; (J)       Prepare presentation of test cases for intervention with appropriate authorities; (K)     Support the elaboration ad implementation of projects and activities to support he emergency response within the existing protection framework and mandate of the agency; (L)      Assume overall responsibility for Child Protection issues (CP), including representation in Child Protection Working Group, liaising with partner on design and implementation of Child Protection-oriented projects, focal point for LFO response on CP issues; (M)    Through liaison with external partners identify, design and integrate UNRWA protection projects within the broader PRS humanitarian response; (N)     In coordination with the Donor Relations Unit, design and draft protection submissions to UNRWA Emergency Appeal and other UN common funding mechanisms.   PERSONAL & PROFESSIONAL COMPETENCIES (A)   Academic and Professional An advance university degree or equivalent training in social sciences, law, and/or emergency/humanitarian relief.   (B)   Experience i)        Three years of relevant work experience in a UN agency, non-governmental, or civil society organizations. ii)      Demonstrated experience with protection and refugee issues; iii)     Demonstrated experience working in an emergency setting and displacement.   DESIRABLE QUALIFICATION i)        Experience working in humanitarian, protection and human rights affairs; ii)      Knowledge of UNRWA’s operations in Lebanon; iii)     Experience of creating and maintaining reporting systems; iv)     Working knowledge of Arabic.   CONDITIONS OF SERVICE Salary: Monthly salary (full package) USD $3,500. Contract Duration: nine months (Extendable according to availability of funds).   EQUIVALENCY Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.   GENERAL INFORMATION UNRWA is an equal opportunity employer and welcomes applications equally from men and women. Upon selection, a staff member may be offered the consultant/contractor contract upon resignation from fixed term appointments and a three month break-in-service.
