Protection Team Leader

SCOPE OF WORK: Under the direct supervision of the Protection and Information Manager the Protection Team Leader (PTL) will be responsible for directly supervising the mobile protection teams carrying out protection monitoring. The PTL will manage the field visits of the mobile teams. She/he will also provide ongoing technical support to protection monitors in coordination with the PIM, the Women’s Protection and Empowerment (WPE) Manager, the Information Officer and the Protection Reporting Officer.   In addition to mobile team management, the PTL will work with a view to facilitating greater engagement with the refugee and host community in protection. He/she will recruit, coordinate and manage activities and trainings for 20 Refugee Outreach Volunteers (ROVs) and be the contact focal point for ROV referrals and queries, working alongside the IO for close referral follow up.     RESPONSIBILITIES: Provide direct supervision and support to the mobile protection teams, including: Regular participation in monitoring Regular review of data collected by the teams and reporting systems; Development of individual work plans, ensuring best practice standards are met; Regular review of case referrals for persons with specific needs (PwSN) and development of action points. Facilitate the mobile team’s field access by meeting with relevant stakeholders and local authorities and maintaining good relations with them; Recruit, manage and coach refugee outreach volunteers;  Assess the training and capacity building needs of the refugee outreach team, and design and implement professional development plans for them in coordination with the the PIM and WPE Manager; Coordinate the activities of the volunteers through regular follow up and regular monthly meetings; Coordinate closely with the PIM, WPE Manager and other stakeholders to make sure volunteers are provided with updated information about available services to refugees; Act as a focal point for receiving and following up protection referrals identified by the volunteers in coordination with the IO; Monitor and evaluate the work of the volunteers; Provide a human rights “lens” on all protection monitoring reporting and information campaigns, assisting to ensure reporting and information dissemination are grounded in human rights law, refugee law, national law and Sphere standards; Assist the Information Officer by reflecting field updates and facilitating local contacts; Work in close coordination with relevant staff in other IRC units, including Children’s Protection, Economic Recovery and Development and the Women’s protection programme  to ensure the project’s strong integration with other sectors; Support the Protection Manager in the development of advocacy positions to be shared with the Protection Working Group; Develop and maintain effective working relationships with other INGO, UNHCR, government authorities, and other key stakeholders to ensure active coordination, collaboration, and information dissemination. Undertakes other tasks as requested by the Protection and Information Manager.   Professional Standards All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.   REQUIREMENTS: Good interpersonal skills and ability to work as a team, as well as independently; Strong experience in managing a diverse team; Experience with an NGO and/or international organization managing program activities; Ability to interpret, analyze and synthesize information in a fast-paced environment; Excellent organizational skills, timeliness, ability to determine priorities and great attention to detail; Excellent drafting and oral communication skills in both English and Arabic Proactive, flexible, team spirited, able to work in a diverse environment and willing to learn Good computer skills including MS Word, Excel and PowerPoint  Travel and other requirements: Staff will be based in Tripoli office, with frequent field visits between  Lebanon governorates
