Statistician And Data Management Expert

SCOPE OF WORK:   Brief description of the position’s role within the Project(s): The Statistician and Data Management Expert will be responsible for supporting the preparatory phase of an inter-agency, nation-wide survey, and for analyzing resulting data. His work is intended to result in the development of a pre-identification index and an economic vulnerability index to be used in verification processes for the selection of refugees entitled for cash assistance.   Who this position reports to: ERD Coordinator   RESPONSIBILITIES:   Under the supervision and lead of the ERD Coordinator: Final adjustments of VASyR questionnaire to make sure that it incorporates all VASyR “short” model questionnaire as well as IRC questions pertaining to the “full” model   Coding of questionnaire in Formhub with the support of an M&E Assistant   Training of survey supervisors (in Beirut)   Data cleaning of 350 surveys administered by member-agencies of the Targeting Task Force and Implementing Partners of WFP and UNHCR   Data analysis to calculate IRC index, VASyR “reduced” index, Burden Index, “Objectively Verifiable” Index (i.e. the PMT model)   Development/finalization of a robust methodology for comparing/testing the four indexes, and submission of a methodological note The test should be done using different dependent dichotomized variables, including: (1) expenditures below or above the poverty line; (2) expenditures above or below a certain percentage of the Minimum Expenditure Basket; (3) subjective determination of by a team of surveyors that conduct home visits to the households for which there is a significant discrepancy among the several indexes (IRC and WFP index, Burden Index Score and PMT). The validation team would not know the result of the survey and would express an opinion on the vulnerability status of the household (i.e. yes/no) based on criteria that are being developed through focus group discussions. The consultant would determine how the underlying statistical analysis to compare the indexes would be carried out and based on what parameters the indexes will be compared (see task 7). Data analysis and short report explaining the correlation and major discrepancies among the following indexes, as well as measurement of the inclusion and exclusion error of all considered indexes: IRC (full and short model), WFP index (short VASyR), Objectively Verifiable Index, and Burden Index Data analysis and short report on the best index based on bio-data only (age, sex, health/disabilities) Dataset that contains all households’ information and the multiple indexes (WFP index, IRC index, bio-data index, opinions of validation) Proposed cut-offs for the index that is selected at the end of the process   EXPECTED DELIVERABLES: Survey questionnaire coded in Formhub Survey supervisors trained Methodological note and plan to compare IRC and WFP index Survey data cleaned Data analysed and indexes calculated for all households, namely IRC (full and short model), WFP index (short VASyR), Objectively Verifiable Index, and Burden Index Index based on bio-data Dataset with all data Cut-offs established Report containing: Data analysis and short report explaining the correlation and major discrepancies among all mentioned indexes; Data analysis and description of the best index based on bio-data only  The cut offs and rationale   Professional Standards All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies
