Civil Engineer

I. Background ACTED (Agency for Technical Cooperation and Development) is an international NGO founded in 1993 and headquartered in Paris. ACTED provides relief assistance to victims of conflict and vulnerable populations. Its activities range from emergency relief to development projects. In 2005, ACTED implemented more than 300 projects in 35 countries spread over Africa, Central Asia, Europe, Latin America and the Middle East.  II. Assignment The Civil Engineer is in charge of providing technical oversight and instruction in the field for rehabilitation and construction activities, drafting technical project documents, and ensuring the targets set by the Senior Engineer and Program Manager are met according to the set timeframe. II. Responsibilities Functions To assist in supervising, monitoring and implementation of the WASH/Shelter project in the area of intervention to ensure the quality of implementation of the project as per the program’s guideline. Duties and responsibilities include: Regular monitoring of the project to ensure contractors/landlords complete works as per project requirements to beneficiaries and that works meets quality standards; Provision of technical oversight for rehabilitation or basic construction works Monitoring and supervising subcontracted works and activities as per the agreement or signed contract with ACTED; Assessing the activities undertaken and ensure efficient use of resources in close collaboration with the Program Manager; Technical support for implementation of projects activities (including: draft BoQs, sketches, implementation plan; Provision of daily and weekly progress report to supervisor; Qualifications Educational background in civil and/or environmental engineering ideally with a focus on residential construction; Experience managing and implementing building construction or renovation/rehabilitation projects; Strong communication and inter-personal skills Strong organizational and supervisory skills; Highly motivated and with a desire to work with local communities; Ability to work with culturally diverse groups of people; Spoken Arabic is required. Spoken and written English is strongly preferred. Spoken French is an asset. Working knowledge of computers using MS Word and Excel among other packages. Communicate effectively through email and use of internet.
