Emergency Coordinator - Urgent

The Emergency Coordinator is based in Beirut with frequent field visits to the Bekaa, Beirut and South Lebanon (2 days in the field, 3 days in office). He/She works under the direct supervision of the Executive Management and works with the Program Management Team (3 Program Coordinators), the Medical Unit, the Education and Child Protection Unit and the area coordinators on the implementation of the Syrian Emergency Response program in the country.       Tasks and duties   Task #1: Management - Manage and monitor the overall implementation of the Syrian Emergency Program in compliance with project agreements with different donors and partners, objectives and Amel internal policies and guidelines - Manage the performance of the Syrian Emergency Program team in the Head Quarters (Beirut) in coordination with the Program Management and the Executive Management according the organigram. - Manage the performance of the 15 community centers in the field (South, Beirut and Bekaa)              Task #2: Coordination - Ensure coordination between the centers of AMEL in the Bekaa Valley, Beirut, South Lebanon and the Headquarters in Beirut in the frame of the implementation of the Syrian Emergency Program - Represent Amel during interagency coordination meetings on Beirut and Field levels in coordination with UNHCR and relevant partners - Develop and maintain good working relations with government authorities, local stakeholders and strategic partners of Amel     Task #3: Project implementation -     -     Handle the daily follow up on the project’s activities in the field, and ensure that the technical aspects of the project are running in accordance with the project’s objectives and strategies -     Ensure smooth implementation, harmonization and effective use of the available resources -      Propose modifications or corrective actions when needed -      Establish contacts with the implementing partners in the field   Task #4: Reporting - Ensure proper reporting at the Communication Department, from the area and sector coordinators to relevant donors and interagency data sharing - Conduct regular field visits to the targeted centers and oversee programmatic and operational issues within these center - Contribute to the project’s technical, financial and narrative reporting   Task #5: Human Resource Management - Plan staff recruitment in coordination with the HR Officer for the Emergency Plan and monitor performance to ensure that activities are delivered according to the expected results and the terms of contracts - Conduct performance analyses - Conduct strategic planning of human resources related to project developments and newly funded projects - Manage the logistical aspects of the project’s capacity building trainings and workshops - Select suitable staff in the field and the main office to refer for trainings for IPs.   Task #6: Monitoring and evaluation - Supervise the Education and Health Units in implementing the main outlines of the health and education programs: - Organize monthly meetings with the educational and medical field teams and discuss challenges and project developments - Design best practices and lessons learned to contribute to the strategic planning of Amel Syrian Refugee Program.   Other duties - Perform other duties as may be assigned.
