Data Management Officer (Dmo)

CARE is implementing a regional response to the Syrian Crisis to meet the immediate and most urgent needs of the women, men, boys and girls who have fled Syria. CARE is very well established in the region and set up an office in Jordan as early as 1948. CARE International in Lebanon (CIL) is supporting refugees as well as local communities through WASH, NFIs and Cash assistance activities in the North and Mount Lebanon Governorates. The DMO will be based in the Beirut office but will support CARE’s field offices in Mount Lebanon and Tripoli. Furthermore, the DMO will be in contact with other CARE members, especially at the regional level to coordinate the response, harmonize and share tools as well as lessons learnt. Job Summary: The Data Management Officer (DMO) is part of the Syrian Refugee Support Programme team  of CARE Lebanon. The DMO is in charge of managing the beneficiary database of CARE International in Lebanon  for all emergency and recovery interventions. S/he will ensure that database integrity is maintained in line with data management protocols and reporting requirements. The DMO will be the primary staff responsible for consistent and timely entry of data. S/he will establish data entry workload according to work plans and request and train additional data entry clerks as needed. S/he will supervise data entry by clerks and review data quality. S/he will be responsible for all database updates upon completion of activities With support from the MEAL Manager the DMO will design relevant data queries in line with agreed beneficiary assessment processes, distribution interventions and reporting requirements. The DMO will coordinate data exchange with relevant agencies and peers upon validation of MEAL Manager. S/he will responsible for facilitating access to data for other CARE units while ensuring full application of relevant policies and procedures concerning data integrity, data confidentiality and data access. Job Outcomes CARE International in Lebanon maintains a functional and coherent database of all beneficiaries of the Syrian refugee Assistance Programme Migrating Data from MS excel to Access and setting up a complete new Access database Database maintained with high data integrity Data access protocols pertaining to confidentiality policies consistently applied Data exchange requirements fulfilled  Accurate English/Arabic, Arabic/English translation of documents when needed Other tasks as assigned by supervisor Supervisor: MEAL Manager Supervisees: Data entry clerks Experience: Min 6 months experience in data management. Experience with an NGO desired. Good understanding of humanitarian principles and humanitarian processes. Ability to operate effectively in face of tight reporting deadlines and process timelines Demonstrated awareness and sensitivity to gender and diversity; experience and ability to live and work in diverse cultural contexts in a culturally appropriate manner; and capacity to make accurate self-assessment particularly in high stress and high security contexts.  S/he must be well organized even within a fluid working environment and takes initiative to resolve problems as they arise.  IT / Software / Technical Skills: Knowledge and facility with standard office computer systems and software. Mandatory: MS ACCESS proficiency or similar, special knowledge in data management, database design.
