OXFAM PURPOSE: Oxfam works with others to overcome poverty and suffering.JOB PURPOSE: To develop and deliver effective media advocacy on Oxfam’spriority issues in the Arab world in accordance with Oxfam’s strategy, and to raiseOxfam’s profile in the region’s media.REPORTING LINES:Post holder reports to: Head of Cairo HubStaff reporting to this post: NoneInternal linkages:Syria Response media/ comms Team (4 posts), All CO media/ comms staff acrossMENA.External linkages: Partner staff across MENA.Location: Beirut, with considerable travel in the region.BUDGET RESPONSIBILITY: none1 Middle East, Eastern Europe, Commonwealth of Independent States (MEEECIS)DIMENSIONS & RESPONSIBILITIES: (region here means Arab World)Post-holder is expected to: Successfully pitch Oxfam media messages, products and spokespersons totargeted print and broadcast Arabic media outlets, whether at regional orrelevant national level Develop and maintain effective working relations with key journalists/editors inArabic media and continue to identify and engage with others depending onOxfam’s International media priorities Design and implement media strategies suited to the Arabic media market;identify relevant media targets on a case by case basis and help developrelevant messaging in order to reach them Identify and respond to new opportunities to achieve media objectives whenthey present themselves in Arabic media Maintain an on-going positive profile for Oxfam in Arabic media and in theregion. Monitor coverage of Oxfam advocacy priorities and manage risk to the Oxfambrand and provide relevant feedback to the development of Oxfam mediamaterial used with Arabic media Travel to Oxfam programme offices identified as advocacy priorities, in orderto strengthen the organization’s links with relevant national and regionalmedia personnel; identify their media needs, and develop/adapt material tocover these needs Continue to identify and prepare - and when necessary coach - Arabicspeaking Oxfam spokespeople relevant to current advocacy priorities, and actas spokesperson in Arabic when necessary Advise other Oxfam regional media, policy and campaigns staff on regionallyrelevant public work Support or train Oxfam staff and partners in the region to use mediaeffectively and proactively, when necessary and/or as key priorities allow Provide capacity building to Oxfam’s staff and partners on media relatedwork, which requires deployment to country programmes on needs basis.Training of trainers will be provided to the post holder will provide to enablethis. Providing technical advice and specialist guidance on appropriatecommunications solutions across Oxfam in the region In coordination with Comms Officer, shaping work which has potential majorimpact on public image. Multimedia documentation of evidence baseinformation related to Oxfam's programme work. This will include caseprogress, situation reports, blogs and updates and will be through writtennarrative, still studies, programme photograph, audio, video Deliver regionaland national media coverage by researching stories and developing effectivemedia strategies that position Oxfam through writing and placing stories,organising press conferences, media briefings.

ESSENTIAL SKILLS AND COMPETENCE:
 Have professional experience and expert knowledge from working with
regional/international Arabic media outlets either from within or as a media
officer, and the ability to engage with national media outlets across the Arab
world
 Understand the nature of development and humanitarian advocacy and media
work
 Sound knowledge of the political context in the MENA region
 Excellent written and verbal Arabic and English communication skills.
 Excellent inter-personal skills, negotiation and networking skills and ability to
influence others
 Demonstrable ability to work in multi-national, multi-cultural teams and to develop
good effective and collaborative relationships
 Demonstrable ability to think strategically, organise, plan and prioritise work to
achieve results
 Demonstrable ability to adopt creative and innovative new ways to increase reach
and impact of Oxfam’s messages in regional media
 Be able to manage a varied workload and actively maintain different priorities
concurrently
 Able to work independently to manage projects, make decisions and resolve
complex problems
 Requires ability to analyse and communicate complex information to a wide
range of audiences
 Understanding of gender issues and commitment to promoting gender equity
DESIRABLE
 Ability to use digital camera/video and edit video is desirable but not essential
 Knowledge of social media and non traditional media as a tool for advocacy and
profiling across the region.
OTHER:
Prepared to be deployed for 8-12 weeks travel per year, mostly within the Arab
World, sometimes at short notice.
