Terms of Reference (ToR) Education   INTRODUCTION World Vision Lebanon (WVL) has prioritized local level advocacy (LLA) in the new National Office (NO) strategy, and has adopted “Citizen Voice & Action” (CVA[1]) as one of the methodologies to be piloted in 1 operating area (3 ADPs[2]) in year 2014. Education is one of the sectors prioritized in WVL strategy with strong focus on quality of education. This research will contribute to the understanding of specific issues that hinder quality of education within schools     Education research description   Due to the reasons listed above, WVL will be using CVA to contribute to addressing the problem of poor teaching quality.     Aim of the research   Understand and assess the quality of teaching methods at schools.   OBJECTIVES Below are listed the objectives of the work: Investigate the availability of teachers focusing on: 1- Recruitment; 2- retirement; 3- teachers in school in class Identify challenges facing teachers Identify opportunities for improving teacher’s training system Come up with recommendations to relevant stakeholders   RESPONSIBILITY   Below are listed the responsibilities of each of the following:   Consultant:   Coordinates data collection Revision of tools and methodology to make it context specific Produce a report as per the objectives listed above       World Vision   Identify other partners willing to work on quality of education Coordinate all logistics regarding the research process Identify and coordinate all CVA groups in the community to participate in data collection Provide resources for the exercise   Deliverables A report for EACH ADP highlighting the issues in their ADP. ONE main report combining the findings from all the ADPs in line the objectives of the research A brief of the key issues and recommendations   How the report will be used.   This report will be utilised in the following ways   Enable community CVA groups come up with Action Plans for intervention in addressing quality of education in schools. Enable ADP and World Vision, strategically plan for intervening in contributing to improved quality of education at the community, municipal and national level. For lobbying/ advocacy at the Municipal, and national level [1] CVA: Transforms the dialogue between communities and government to improve services like health and education. [2] ADP: or Area Development Program: Offices and areas were WVL has functioning development programs.
