Terms of Reference (ToR) Child Protection INTRODUCTION   World Vision Lebanon (WVL) has prioritized Child Protection and Participation in the new National Office strategy, demonstrating the high commitment for protective environment of children in Lebanon. WVL has adopted “Child Protection and Advocacy" (CPA) [1] as one of the local level advocacy (LLA) methodologies to be piloted in 2 operation areas (5 ADPs [2]) in year 2014. Therefore this ToR aims to guide a research process using the “Analysis, Design and Planning Tool” (ADAPT[3]) approach on the problem of Violence against Children.     BACKGROUND   Child protection in Lebanon is very critical, and children are facing many serious issues within their communities and environment which affect their well being. CPA methodology will be targeting the major issues and help children to enjoy life in all its fullness. Existing research and conversations with communities and children have indicated that children in Lebanon are exposed to  physical violence, sexual abuse, corporal punishment, child labor,  are among  other types of exploitation. There are several causes for these both at local and national levels.        Child Protection research description   WVL will be using the CPA methodology to contribute to Reducing violence in school, home and community. As part of this process, ADAPT for Child Protection methodology will be used to collect detailed information regarding the problem of Violence Against Children.     Aim of the Research   To understand the extent of Violence Against Children in home, schools and communities.     Objectives   Below are listed the objectives of the work:   Identify the forms of Violence Against Children and their root causes Identify the perpetrators of violence and the circumstances under which violence occurs Examine the consequences of violence on children Analyse the legal, policy and institutional framework related to violence against children Come up with Recommendations to different stakeholders i.e. Government, NGOs, parents, children, community e.t.c.     RESPONSIBILITY   Below are listed the responsibilities of each of the following:   Consultant:   Coordinates data collection Revision of tools and methodology to make it context specific Produce a report as per the objectives listed above   World Vision   Identify other partners willing to work on Violence Against Children Coordinate all logistics regarding the research process Introduce CPA tools and methodology to the researcher Identify and coordinate all CPA groups in the community to participate in data collection Provide resources for the exercise   Deliverables   A report for EACH ADP highlighting the issues in their ADP. ONE main report combining the findings from all the ADPs in line the objectives of the research A brief of the key issues and recommendations   How the report will be used.   This report will be utilised in the following ways   Enable community CPA groups come up with Action Plans for intervention in addressing violence in their respective communities. Enable ADP and World Vision, strategically plan for intervening in contributing to reduction of Violence Against Children at the community, municipal and national level. For lobbying and advocacy and the Municipal, and national level [1] CPA: This model strengthens both the protective environment of children as well as children themselves. It emphasizes prevention, protection and response that can benefit all children. [2] ADP: or Area Development Program: Offices and areas were WVL has functioning development programs. [3] ADAPT: This tool is specifically designed to help with the identification, prioritization and root cause analysis of child protection issues, as well as with the identification and mapping of the systems that are in place to protect children.
