External Evaluation Of The Project “Remediation And Upgrading Of Water Supply Networks In Seven Palestine Refugee Camps In Lebanon”

An External Evaluation covering the whole life cycle of the Project “Remediation and Upgrading of Water Supply Systems in Seven Palestine Refugee Camps in Lebanon” has to be planned and conducted in parallel to the implementation of the several components of the intervention. Value added from this evaluation is expected to be achieved through validation of project design, compilation of lessons learned, development of strategies for project replication or up scaling and more efficient and effective allocations strategies for other project funding in the same field. The attached ToR’s are meant as guidelines for the evaluation teams to submit a clearly structured offer of consulting services. The external evaluation will focus on assessing the results achieved within the project framework following the norms and standards of the evaluation in the UN system. Detailed CV(s) must be provided, with a record of previous relevant experience in the field. The consultant or team of consultants or company/institution must cover the competencies, qualifications and skills listed below:  -       At least 10 years progressively responsible experience in the field of project and programme management in the field of development and humanitarian action preferably in the WASH sector. -       At least 5 years experience in evaluation of infrastructure preferably water related projects and programmes and in the local capacity development initiatives. -       Possessing core evaluation competencies (design, conduction and management of evaluation processes, survey design and implementation, research, project/programme management and monitoring) -       Advanced university degree in Social Sciences, Engineering or other related field (if several consultants are proposed, their profiles should be complementary). -       Have specific technical knowledge of and be familiar with the methodology or approach that will be required for the specific evaluation to be undertaken. -       Strong analytic and reporting skills. -       Excellent interpersonal skills. -       Knowledge of the context of the Palestine Refugee Camps in Lebanon is a plus. -       Previous experience with UNRWA and SDC is a plus. -       If company, registered Lebanese company or based in Lebanon -       Language skills: fluency in both written and spoken Arabic and English is mandatory; knowledge of French is a plus. -       Computer literacy (MS Office tools). The consultants or companies are requested to submit by March 17, 2014 16:00 pm to Beirut@sdc.net their financial offer (The financial offer has to be clearly structured, showing the level of effort (number of workdays for each team member) and breakdown of the costs of the total evaluation for the delivery of each evaluation output (preparation, mission, production of deliverables). Budget should cover all expenses related to the evaluation, including transport to and from Lebanon (if applicable), accommodation, and other expenses during missions in Lebanon and consulting fees.
