Monitoring & Evaluation Officer - Baalbek

 We are looking for a highly qualified and motivated Monitoring and Evaluation Officer for the DRC Field Office in North Bekaa. Who are we? DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan. DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects. Duties The M&E Officer is responsible for supporting the M&E Manager implement all M&E activities in the North Bekaa DRC Field Office area – including technical support to DRC program/sector managers and implementing partners (IPs), the regular monitoring/field visit schedule, and quantitative/qualitative data collection and evaluation activities. In addition to the above, the selected candidate will have to: •In collaboration with the M&E Manager(North Bekaa) and the M&E Coordinator (Beirut), develop and establish the M&E system for the DRC Baalbek       Field Office – including a training and capacity development plan for DRC and IP staff; •Consult and support sector/program managers and field office staff with M&E tools relevant to their sector area and specific projects; •Ensure M&E activities are completed according to DRC standards and schedules, including timely reporting and referrals of special cases to relevant     programs/sectors or the HAP focal point; •Track and compile progress reports on M&E activities and findings at the FO level; •With support from the M&E Coordinator (Beirut), design and implement the training and capacity development program for DRC North Bekaa and IPs; •All other duties related to M&E as directed by the HoO (North Bekaa). About you To be considered for the M&E Officer (North Bekaa) position, you must hold an advanced university degree and have at least three years relevant professional experience working in emergency, development, community, or social work sectors. Essential qualifications/experience •An advanced university degree (Masters) OR Bachelor degree with significant professional experience; •Languages: Fluency in English and Arabic required, with strong report writing skills; •Experience in participatory assessments and monitoring, quantitative and qualitative data processing/analysis, facilitation and interviews with groups     and individuals; •Strong IT skills – particularly with Microsoft Office suite (strong Excel skills essential); •Good contextual knowledge of the Bekaa area – including local issues, community priorities, social and cultural realities and constraints, and    organizational relationships; •An excellent sense of humor, patience, and great attitude is absolutely essential to the position. You must be available to start work from 24th of March 2014 and be willing and able to work in Baalbek.
