Icla Field Officer

Job Purpose Summary The ICLA Field Officer will support the development, standardisation, monitoring and evaluation of ICLA field work, including capacity building and on-the-job trainings to ICLA field teams on provision of information, reporting and data collection tools. Key Responsibilities Background The Norwegian Refugee Council (NRC) has been active in Lebanon since 2006, providing protection and humanitarian assistance to refugees and internally displaced persons.  In its response to the situation for displaced Syrians in Lebanon, NRC has established seven community centres, in the North, the Bekaa and the South and is in the process of developing its activities in Beirut/Mount Lebanon. Through its Information, Counselling and Legal Assistance (ICLA) programme, NRC seeks to provide information and counselling services relating to (a) access to services; (b) legal status; (c) civil documentation; (d) housing, land  and property; and (e) other related matters.  NRC also aims to strengthen the understanding of any protection issues faced by those displaced and, in coordination with other actors, identify ways to address these issues.  The ICLA Field Officer will focus on assisting to develop and implement these activities. Duties and Responsibilities  Capacity building Support the preparation and implementation of trainings to address the technical needs of ICLA and to support the standardisation of ICLA work throughout Lebanon. Support in implementing the guidelines on all aspects of ICLA technical work. Assist in the assessment and identification of the training needs of ICLA staff in Lebanon. Travel extensively (including overnight stays) all over Lebanon to support the ICLA field teams. Identify training needs for beneficiaries and stakeholders and, as relevant, prepare and conduct training. Support other staff in providing information and counselling sessions, and, upon specific request, conduct information and counselling sessions for beneficiaries. Reporting Understand the situation for refugees and internally displaced persons in Lebanon. Support the implementation of the ICLA and NRC reporting systems, including reviewing field reports and other similar documents. Prepare documents; including case studies, statistics and reports on topics agreed with supervisor. Prepare internal and external reports as relevant. Innovation in Provision of Information Assist with the implementation of new mechanisms in implementing ICLA activities, including innovative ways of provision of information. Assist with the preparation of leaflets and information products for refugees.   ICLA Information Management System/Services Mapping Support in developing training packages and train ICLA staff on the use and the development of the ICLA Information Management System. Support the ICLA field teams in preparing and updating the (internal and external) mapping of services. Monitoring the use of the mapping of services. Monitoring and Evaluation Support the implementation of Monitoring and Evaluation activities for ICLA. Coordination Build and maintain positive and effective relationships with colleagues in other core competencies (programmes) and departments; Develop a clear and comprehensive understanding of the strategic objectives, methods and activities of ICLA in Lebanon, and of other NRC core competencies (programmes) and be able to present these to others within ICLA or amongst other audiences, as applicable; Maintain excellent working relations with all partners; beneficiaries and other relevant stakeholders. Regularly meet with other relevant actors and stakeholders and coordinate work, including attending meetings in the field.  Additional tasks Assist in conducting needs assessments for the selected target groups; including focus groups; questionnaires; surveys; and stakeholder interviews. Carry out administrative and financial tasks as agreed upon. Perform any other task as assigned by supervisor. Qualifications and Competences Skills and Professional Qualifications Required University education in Social Sciences (including Political Science and International Affairs) preferred. Minimum of 2 years of relevant work experience in a busy organization. Excellent communication skills command of English and Arabic both written and orally. Ability to work under pressure, independently and with limited supervision. Ability to understand broad concepts and to analyse on a macro level. Experience of preparing research reports. Experience of working with beneficiaries and being able to establish and maintain excellent working relations with colleagues and partners. Strong organisational skills. Experience of working with IDPs/Refugees is an advantage. Experience of working with non-governmental organisations is an advantage. Experience of developing Monitoring and Evaluation tools is an advantage Strong computer skills, particularly in Word, Excel and Power Point are a plus.
